In the new historical stage, the international and domestic situation is complicated,whichbring more test to the functions of the government, and also to the ability of civil servants.The Eighteenth National Congress of the CPC made the strategic deployment of theconstruction of learning, service, and innovation oriented Marx’s ruling party.Civil servant training can enhance the public servants’ ability, improve the overall qualityof civil servants, and increase the working efficiency of the department of state. In recentyears, according to the central policy requirements and the training plans, governmentdepartments at all levels attach great importance to, and vigorously promote the training ofcivil servants, and has carried on many beneficial exploration and try in the innovation oftraining content, forms and methods. However, most training activities put focus only on theactivity itself. The construction of incentive mechanism in the course of training is neglected.And effective interaction and feedback are lacked. Some of the problems seriously hinderedthe effective training activities, and has become a bottleneck in improving the quality of civilservants. The incentive mechanism of civil service training is an important link in the civilservice training. It can improve the training efficiency and training quality, and ensure theeffectiveness of training.In this paper, the civil servants training activities of the southern district in Baoding is theobject of study. The paper analyses the theories on incentive of the domestic and foreignscholars, and explores the motivation mechanism in conformity with the civil servantstraining incentive mechanism of southern district in Baoding. The paper analyses theproblems from the training factor relationship, training attention, training methods, trainingresults and other aspects of the training incentive mechanism, and puts forward thecountermeasures and suggestions.
