| With the rapid economic development, the river basin environmentalpollution is increasingly serious in our country. In order to maintain theecological balance of the basin and provide sustainable use for basin area,we must carry on the protection of river basin to reduce pollution. Thestate has adopted a series of laws, policies, economic and technical meansto control pollution. Ecological compensation is widely used as a kind ofeconomic method to balance the interests of different groups within thebasin to make a fair distribution of social wealth and achieve maximizesocial interests in the basin.In recent years, the quantitative study of the value of ecologicalcompensation in China has made great progress, however river basinecological compensation involves complicated problems and the scholarsin different fields have different considerations and angles. Althoughscholars have worked out many models to quantify the value ofecological compensation, so far they can’t be unified to form a universalmodel which has wide range of application and less restrictive conditions.Firstly, the paper points out the importance of quantifying the valueof water river basin ecological compensation in the implementation ofecological compensation, summarizes the domestic and foreign literatureabout quantification of ecological compensation value, compares analysisof several measurement methods commonly used in our country and describes the advantages and disadvantages of each method respectively.Accordingly, it suggests that a measurement method which has widerange of application and less restrictive conditions should be designed tocalculate the value of ecological compensation comprehensively,completely, reasonably and feasibly. Secondly, based on this principle,this paper puts forward a new research idea: to build a new kind ofmeasurement model which calculate the ecological compensation valuewith environmental replacement cost method and the characteristics ofecological environment (natural standard). According to the proposedresearch ideas, the value to compensate are subdivided into three layers tobuild three layer measurement model of environment replacement costmethod and by this way the calculated values are integrated. Finally,taking the Yellow River basin (Lanzhou section) for instance, this papercalculates ecological compensation value through measurement model toverify the feasibility of constructing the model. Taking chemical oxygendemand (COD) as calculation factor of the natural standard, thedownstream areas should pay844.28billion Yuan to Lanzhou forcompensation. As for wide downstream areas, the compensation value isfeasible in practice, thus it draws a conclusion that the measurementmodel built in this paper has scientific nature, rationality and feasibility. |
