The environment is the resource base of human activity. Human use of natural, develop the nature at the same time to obtain resources from nature. With the development of economy, human activities caused varying degrees of damage to the environment. Beijing is China’s political, economic, cultural center, therefore, the sustainable development of city health is of great significance. In 2013, "haze" has been the annual keywords. In 2015 February, in the ‘Jingjinji’ regional, number of days which air quality exceed the standard are more than 15 days. Air pollution is very serious. However, there are many causes of air pollution, the generally accepted industrial emissions, vehicle emission, thermal thermoelectric enterprises discharge etc.. This thesis mainly studies the problem of industrial emissions.This paper mainly conducts the research from two aspects of industrial emissions and industrial output, taking 2005-2012 as observation period, on the basis of China statistical yearbook of industry classification for the entire industry, with "more consumption, more emissions" as the principle, the whole industry is divided into 39 sectors, Industrial emissions of every industry and analysis of each industry, industrial emissions and industrial output size according to each industry, and combined with the air pollution control related documents show in Beijing, make sure the reduction targets of industrial waste gas emissions, and identify the key industry to reduce emissions. Given with three considerations, finally it is to determine the petroleum processing, coking and nuclear fuel processing industry, non-metallic mineral products industry, chemical materials and chemical products manufacturing, ferrous metal mining industry as the representative of the 13 industry. Then make the simulation experiments, using the weight of each key industries of emission reduction, emission reduction targets and industrial waste gas discharge calculation of key emission reduction industry 2013-2017 year, and eventually formed the following conclusions:First, the Beijing city industrial emissions does not have an obvious trend, the overall reflection of "M" type, does not meet the rising or falling of the traditional sense of the trend. Second, according to the industrial emissions of each industry rankings, it can be seen that top industrial emissions concentrated in the processing, manufacturing, and on the basis of the countries represented by electric power, oil industry, and mining industrial emissions is not much. Third, industrial emissions much industry does not represent the total output value of industry, petroleum processing, coking and nuclear fuel processing industry, non-metallic mineral products industry, industrial emissions of chemical raw materials and chemical products manufacturing, ferrous metal mining industry in the 2012 annual ranking of the top 10 industries, while the total industrial output value is relatively low. Belong to the industry of "low value, high emission". Fourth, in the final simulation experiment, combined with the three aspects of a total of 13 industry is chosen, the 13 in the industry has a clear out directory requires a certain production process to exit the industry, there is also a major industry in the industrial emissions, combined with the two aspects of industrial emissions and industrial output, after weight reduction ratio calculated industry emissions, according to the results of oil processing and coking and nuclear fuel processing industry, electric power, heat production and supply industry and non-metallic mineral products of the three large industry is the need to reduce emissions.
