Songhua River Basin is an important industrial and agricultural production base in Northeast China.It plays an extremely important role in the process of regional development and is called "Mother River" in Northeast China.However,in the process of development,the industrial structure based on the development of heavy industry,the non-standard use of pesticides and the weak awareness of water environment protection of urban residents lead to serious pollution of the water environment of the basin.The conflict between water environment development and utilization and water environment protection is particularly prominent in spatial distribution,and cross-basin water pollution events occur frequently,which has a great impact on local residents’ life and urban development and construction,and is not conducive to the sustainable development of the overall economy and society of the basin.Therefore,this paper takes the ecological compensation mechanism of Songhua River Basin as the research object,and provides policy suggestions for the rapid implementation of the ecological compensation system of Songhua River Basin in China,in order to promote the high-quality development of economic society in the basin.First,by analyzing about the present situation of the songhua river basin water environment management,through the analysis of the indexes of water use and water quality in the songhua river basin water found in the basin the contradiction,in combination with the current management status of songhua river basin ecological compensation and,songhua river basin ecological compensation fragmented,lack of unified guidance,to participate in the single subject and single source of funds and so on.Secondly,divide the songhua river basin,the local government in China to protect the upstream(government)and compensation subject downstream(government),and for the two types of government behavior strategy differential game and evolutionary game analysis,differential game set in three different situations,more comprehensive income and discusses factors affecting pollution into the influence of size,It is found that the comprehensive income of ecological compensation under the supervision of the central government is the largest,and the investment strategy of pollution control and upstream and downstream government optimal water pollution control is correlated with the technology,pollution control equipment loss coefficient,cost coefficient and social welfare influence coefficient.Evolution game,whether there is set incentive constraint mechanism for two scenarios,to explore the dynamic evolutionary stable strategy realization,the results indicate that,in order to ensure smooth landing of songhua river basin ecological compensation system in China,must be introduced as a third party by the central government regulators,organizers and arbiter on whether the performance to incentive constraints,introduce incentive factor and compensation factor,And through the study found that to achieve the desired effect also need to meet certain conditions.Then,according to the songhua River Basin Water Resources Bulletin from 2008 to 2017,the ecological footprint model is used to quantitatively analyze the ecological compensation quota of Songhua River Basin in China,define the compensation subject and the compensation object,and quantify the compensation quota.The calculation results show that the development and utilization of water resources in songhua River Basin has been overloaded in most provinces in recent 10 years,especially Heilongjiang Province,which needs to compensate jilin Province and Inner Mongolia Autonomous Region in the upstream.Heilongjiang province needs to pay 4.339 billion yuan to Inner Mongolia and Jilin to compensate for the opportunity cost of economic development abandoned by the upstream regions due to water pollution control.Meanwhile,Inner Mongolia and Jilin province in the middle and upper reaches should pay 3.25 billion yuan and 1.03 billion yuan respectively to make up for the negative externalities caused by economic and social development to the downstream cities.Finally,based on the above theoretical research and quantitative analysis,and combined with the current status of water ecological management in the Songhua River Basin,this paper puts forward some policy suggestions on the design of ecological compensation mechanism in the Songhua River Basin.
