Energy-saving and emissions reduction, and low carbon economy are two hot spots of the current environmental problems. In order to save energy and reduce air pollution simultaneously, we must optimize the distribution of the macroeconomic factors. So as to develop our economy and reduce pollution emissions, we need fully tap the production potential as well as the potential energy saving and emission reduction. Our country is just in the "twelfth five-year plan" period, which emphasize the construction of ecological civilization and sustainable development, needs to be synchronized implementation of energy-saving and emissions reduction and low carbon economic planning, combining the air pollution emission rights allocation mechanism building of national, provincial and regional. Only in this way, can we deal with the atmospheric pollution with joint control and united management.Therefore, energy-saving and emissions reduction involves a variety of pollutants. So this paper studies two kinds of unexpected output comprehensively:carbon dioxide and sulfur dioxide, using provincial panel data in our country, to explore potential output, potential emissions and environmental technology efficiency under the existing conditions and technology, and to compare the potential bonus, potential reduction and marginal reduction bonus in different environment control policies. So we can choose reasonable environment control policy, adjusting measures to local conditions, according national, provincial, or regional, to provide important reference opinions. Meanwhile, this paper discuss whether it’s possible to bring economic and environmental benefits of a win-win situation in our country for a variety of environmental control policy, providing theoretical reference to the construction of pollution emissions trading market in our country.This paper conduct the empirical research, based on the 1998-2011 industrial enterprises above designated size data of 30 provinces in China, two different kinds of pollution emissions of CO2 and SO2, using the directional environmental distance DEA model, under seven different environment control policies:control of emissions at the given level 1 (=), control of emissions at the given level 2 (<), standards energy-saving and emissions reduction policy 1 (=),standards energy-saving and emissions reduction policy 2(≤), CO2 tradable permit, SO2 tradable permit, both CO2 and SO2 tradable permit. The conclusions are as follows:(1) As the environmental technology efficiency were not significantly improved, the cost of China’s economic growth is a waste of resources and environmental pollution. Compared the "eleventh five-year plan" with the "tenth five-year plan" period, the potential industrial products grow along with the rapid increase of CO2 emissions, but with better control of SO2 emissions. (2) Under different environment control policy on the basis of existing, most of the provinces can realize the potential output growth and pollution emissions, and have different influence of potential bonus, potential reduction, and marginal reduction bonus. (3) Regional environment control policy depends on different areas.According to this paper, some suggestions to our current policy guidance are putting forward. First, to achieve a win-win result of industrial economic growth and pollution reduction, environmental emission reduction policies should be developed based on the country, the provinces, and the regions. Second, we can develop five year plan for industrial economic growth and pollutant emission reduction, and measure or assessment the effect every five year. Third, we need to strengthen environmental technology exchange between provinces, keeping up its environmental technology efficiency with provinces Shanghai, Guangdong, Beijing, Tianjin and so on. Fourth, environment control policy should be varied from province and area. Fifth, for the purpose of different stages, the government can choose the most appropriate environmental control policy, maximizing the benefits of environment and economy. Sixth, a variety of integration environment control policies should be implemented at the same time.
