A Study On Mining Corporate Social Responsibility Under The Construction Of Ecological Civilization

Mining industry is an important source of energy, industrial raw materials and agricultural raw material for production in China. It has an important role in promoting economic construction in China and regional economics. China’s mining industry has a long history. Long-term extensive pattern of development is followed by a series of issues, such as lack of resources, serious environmental pollution, large risks of geological disasters, etc. The 18 th CPC National Congress put forward the construction of beautiful China, conception of ecological civilization construction and the opinions of CPC Central Committee and State Council about accelerating the construction of ecological civilization in May 2015 proposed ecological civilization adapting overall wel-off society in 2020. It sounded the horn of mine construction of ecological civilization. So with mining companies for the study, the study of social responsibility of mining companies is important.Based on studying literature, this paper summarizes the history of development of corporate social responsibility and domestic and foreign mining corporate social responsibility practices. Mining production is unique, appearing in non-renewable resources, serious damaged environment, poor self-repair ability, frequent safety accidents and close relationship with the community. Based on these characteristics, this paper puts forward the social responsibility system of mining enterprises. It includes resource responsibility, environmental responsibility, safety responsibility, community responsibility, innovation responsibility and economic responsibility. Resources responsibility and environment responsibility is the responsibility which must be fulfil ed for mining enterprises under the guidance of ecological civilization. At the same time, according to the evaluation system of social responsibility from hexun website, the evaluation index system of overall social responsibility put forward. According to the relevant environmental assessment indicators, the responsibility evaluation system of environmental protection put forward.Based on hexun website which includes extractive industries, industrial metals, petroleum and natural gas, gas, water and integrated industries, through the data processing and the use of grey comprehensive evaluation method, the conclusion is that the social responsibility of the mining industry and gas water comprehensive industry performs better, while the petroleum and natural gas industry is poor in the four industry from 2010 to 2014. At the same time, take the large-scale coal enterprise—China Coal Group as an example, through the social responsibility reports on the official website, the result obtained in recent years with environmental protection performance and fuzzy comprehensive evaluation method is that environmental protection benefits of China Coal Group general y shows a rising trend.Based on the research on mining corporate social responsibility system and an empirical research, the paper raises some suggestions on the social responsibility of mining enterprises. It includes four aspects. The first one is enhancing legislations to ensure the implementation of the responsibility. The second one is regulating the social responsibility disclosure and supervision system of mining enterprises. The third one is uniting ecological consensus of the whole society. The last one is using multi support to promote the implementation of social environment responsibility.
