Research On Monitoring And Evaluation Of The Effect In Village Doctor’s Prescription Behavior And Income After The New Rural Cooperative Medical Policy Reform In Haiyuan,Ningxia

Objective By research the monitoring and evaluation of the effect of the NCMS( New Rural Cooperative Medical system) payment reform for utilization in rural of outpatient service and the village doctor’s Professor behavior and income in Haiyuan, Ningxia. Explore monitoring mechanism of grassroots medical institutions and health service utilization; Provide policy recommendations to establish and improve the sustainable development of the health care system;Provides referential basis and regulatory policy measures for everyone will have access to basic medical and health services of medical and health system reform goal always.Methods Using typical case study, continuous tracking the37 village clinics of project counties that earliest intervened.Collect the prescription from the year 2008 to 2012,and analysis it by rapid evaluation method. Results Respiratory system disease, digestive system disease,genitourinary system disease, endocrine, nutritional and metabolic disease and immune disease, muscle-skeletal system and connective tissue diseases, are the primary diseases that rural residents outpatient registration in village clinic.After a statistical analysis,the percentage in three stages of village clinic outpatient service disease has a statistically significant.The village clinic services increased from 1316 to 1990,the percentage of five or more drug used in a prescription has falling to 2.18%,prescription charges are controlledin 11 yuan on average, percentage of drug costs in Prescription dropped to61.22%,prescription that use antibiotics dropped to 19.63%, prescription that has more than 2 kinds of antibiotic dropped to 16.27%.the Village doctor’s income increased 31021.47 yuan a year, mainly includes four parts: public health,basic health care, subsidy from government and the fund balance. Conclusion Through innovative payment system reform and the specific implementation,village doctor’s prescription behavior have changed, income also increased, the fund from The New Rural Cooperative System(NCMS) and utilization of outpatient health services has got effective used.
