Public health emergencies have the characteristics of suddenness,harmfulness and complexity.The frequent occurrence of such events poses a great threat to the safety of life and property of our people and the stability and development of our society.The outbreak of the COVID-19 has exposed the inadequacies of emergency management in China.In order to improve the ability to respond to public health emergencies,this article conducts an evaluation study on the performance of major risk emergency prevention and control of public health emergencies.Based on the relevant experience and research on performance evaluation of public health emergencies at home and abroad,this article explores the construction of a performance evaluation index system based on the theoretical framework of "input output results" through Delphi expert consultation method,The importance of each indicator is measured and measured through the analytic hierarchy process to determine a reasonable indicator weight.The final established performance evaluation indicator system specifically includes three first level indicators,thirteen second level indicators,and 78 third level indicators.Secondly,using improved binary semantics as a performance evaluation model to conduct empirical evaluation and analysis,taking the prevention and control situation of W City in responding to public health emergencies as an example,this paper evaluates the performance of emergency prevention and control of major risks in public health emergencies,analyzes the evaluation results,finds out its current weaknesses,and provides targeted reference opinions on improving emergency management capabilities.
