Research On The Problem Of The Construction Of Local Public Cultural Service System

Public cultural service system perfect is an important part of China’s cultural construction, is the important carrier of advanced culture of our country inheritance, relations with the fully completed to realize the goal of well-off society, the relationship between the long-term development and the great rejuvenation of the Chinese nation. The party’s sixteen big since, the construction of public cultural service system in China has made considerable progress, a covering both urban and rural areas, reasonable structure, network sound, effective operation, benefit all the public cultural service system frame basically completed. However, compared with the current growing level of economic and social development and people’s spiritual and cultural needs, level of construction of public cultural service system still needs to be improved, widespread public cultural service system lags behind, insufficient capital investment, public cultural hardware facilities is not perfect, the public cultural products and activities rich enough problems, which restrict the development of public cultural service system.This paper takes the construction of public cultural service system in Dezhou city as the research object, carries on the comprehensive analysis on the construction status and existing problems, and using the public management theory put forward countermeasures and suggestions to perfect the construction of public cultural service system. The thesis is divided into four parts, the first chapter is the introduction, mainly introduces the research background and significance, and the research status at home and abroad are analyzed. The second chapter elaborates the related theory on the system of public cultural services, one is introduces the related concepts of public cultural service system, including the connotation, composition, characteristics and functions; two is introduced the influence of public goods theory and the new public service theory of public cultural service system construction. The third chapter related to the situation of Dezhou city public cultural service system construction and development as an example, to obtain the development present situation, the achievements and existing problems and the reasons for in-depth analysis. The fourth chapter based on the theory of public management to put forward countermeasures and suggestions to perfect the public cultural service system construction of Dezhou city.
