Anti-drug Legal System Education In Gansu Province

Anti-drug endeavors are closely linked with the long-term peace and stability of a country and the rise and fall of nations, and it embarks on a long way to proceed the anti-drug legal education. Based on the consideration of arduousness, recurrence and invisibility for drug addiction and anti-drug, drug control and drug diffuseness, this thesis mainly focuses on teenagers, personnel for detoxification, workers for recreation industry, migrant workers and masses of ethnic minority areas to analyze the status quo of anti-drug legal system education at home and aboard especially in Gansu province, and then find out its problem and the reasons. On this basis, this thesis tries to explore feasible and practical coping strategies to build up anti-drug legal education system in line with the conditions of Gansu province.In view of increasingly worsening drug conditions at home and abroad, it is urgent to intensify anti-drug legal education to relieve the severe situation and great challenge of drug control in Gansu province. The world’s five largest drug production areas, encompassing Golden Triangle, Golden Crescent, Silver Triangle, Bekaa Valley in Lebanon and Black Triangle, further tend to spread widely across the border. Golden Triangle and Golden Crescent are the main origins of narcotic drugs in China and we are under greater threat. Chinese government always takes measures of crackdown and high pressure to fight against drug crime in consideration of the anti-drug development and tendency including anti-drug legislation, drug sources, drug production crime, circulation channel,drug consumption market and dynamic control. For years, the major and key criminal cases for drug is soaring continuously including the cases of synthetic drug. Additionally, activities of drug infiltration and outward drug trafficking have became acute, increasingly making the drug conditions grim and drug issues complicated. And the anti-drug legal education is a lasting process.It is a efficient way to figure out the status quo of anti-drug legal education in Gansu province from the perspectives of its subjects, objects, content, method, mode, demographic and sociological characteristics. This kind of education is up-to-date, practical and directional together with features of variety, permeability and coherence, consistency, demonstration and mechanism. The effectiveness of anti-drug legal education is mainly manifested in the aspects such as highly attention paid by all relative authority departments, strong collaboration and normalization of such education. The fully implementation of its education work has shortcomings including incomplete working scope, lack of innovation and effectiveness by virtue of its complicated objects, insufficient work linkage and old-fashioned educational mode and fund shortage, etc.Above all, the resolutions of strengthening anti-drug legal education in Gansu province are as follows: Firstly, adhere faithfully to discipline of anti-drug legal education for integrated development and lay stress on normalization of anti-drug legal education,comprehensiveness of content, media diversity, popularity of language, diversified teaching means and effectiveness of examination. Secondly,positively advance anti-drug legal education and mainly focus on teenagers, personnel for detoxification, workers for recreation industry, migrant workers and masses of ethnic minority areas.Thirdly, strengthen the reciprocal combination among centralized education and regular education, traditional education mode and innovative education mode and member units. Fourthly, initiate to utilize traditional and emerging media together with top-level design and brand construction,normalize and socialize the anti-drug legal education and improve assessment mechanism and enhance accountability to explore the effective methods for anti-drug legal education endeavors.
