Study Of Ferry Safety Management In Guangdong Province Based On Collaborative Management Theory

For a long time, ferry management work has been a "government worried, industry management concerned, people care" event. September 27,2005 to September 30,2007, the Ministry of transport and the State Administration of work safety in the nationwide have carried out a two-year special rectification activities of the ferry safety management, which played an important role in improving ferry supporting facilities, the technical condition of the ferry, and standardize management. Over the years, the ferry safety management situation is still worrying. The Guangdong Province ferry safety management still failed to induce local government enough attention, and the management system and mechanism is not perfect, the ferry public service ability is low and the transport crisis treatment mechanism is weak.This paper points out the current problems of the ferry safety management status of Guangdong Province and analyse the problem of the causes. By drawing on the advanced management experience in other areas of the country, using the service oriented government and the theory of collaborative management, this paper puts forward the way to improve the local government administrative system and to establish and improve the safety management of ferry linkage mechanism, In this way, this paper promote the idea to construct the public service system of the private sector and the participation of non profit organization, and build a ferry emergency rescue system of the broad participation of society and the construction of public participation in the ferry ferry safety management performance monitoring and evaluation system to construct the multi-subject collaboration ferry safety management system. Eventually, we try to explore a scientific system of ferry safety management mode to realize the ferry safety management from the traditional "control type" to social coordination "service type".
