Study On Maturity Evaluation System Of HSE Management System Operation

As one of the iconic research results in the modern safety management, HSE management system has controlled and managed health, safety and environmental harm as a organic whole. Its outstanding management efficiency has been widely recognized by worldwide, and its test and demonstration of correctness and scientificalness are constantly accumulated consensus; Domestic introduction of HSE management system and the job of formulating relevant standards also have ten years of history, it have improved effectively the HSE performance and HSE management level for companies, and presented the gradually hot trend of popularization and promotion. However, as far as the method of systematicness and completeness be concerned, there are still much space to worth to study and explore in HSE management system, especially the theory and method of matching with HSE management system methodology, such as the pushing and promoting mechanism of the operation of HSE management system, the evaluation method of the operation of HSE management system, the ideas and basis of the self-improvement and self-perfect of HSE management system etc., they are still the important factors to restrict and influence the operation of HSE management system. Taking the evaluation method establishment of the operation of HSE management system as the main line, the paper studied the maturity of the operation of HSE management system, aiming at providing the basis for the establishment and continuous improvement of the operation mechanism of HSE management system.On the basis of the information of the birth, development, elements, mode of operation, evaluation research status of the HSE management system, the paper introduced the "maturity" concept in the field of computer software engineering into the evaluation of the operation of HSE management system. Based on above view, defined the concept of the operation maturity of HSE management system and established the corresponding assessment model of the operation maturity of HSE management system. Using fishbone diagram analysis, combining with the basic law of the system operation, the paper studied the maturity model of the operation of HSE management system, contained mainly four key factors system, i.e. organization factor, dynamic process factor, results factor and external environmental factor. On the basis of establishing the four key factors, the study discussed the secondary factors and the impact factors which influenccing the key factors, finally, obtained the four one-level indicators,14 secondary indicators,46 three-level indicators. Using the Analytic Hierarchy Process (AHP), studied the weight of the structure indicators terms in the maturity model of HSE management system. Based on above reaserch, introduced and used the quantitative idea and method of fuzzy comprehensive evaluation method, changed the operation maturity model of HSE management system from the qualitative evaluation into quantitative evaluation.Based on the quantification of the operation maturity evaluation of the HSE management system, the paper took a gas company (G company) as an example, applied the evaluation system to evaluate the maturity; The application study gained the maturity level of the operation of HSE management system in G company, the level belongs to "the improving phase", than combined with the evaluation process information, put forward the problems and corresponding improvement suggestions of the operation of HSE management system in G company.
