Civil explosives industry is indispensable and foundational for national economic construction,and safety is the lifeline of the whole industry due to its high-risk and sensitive attributes.However,industry specificity,market failure,government supervision failure and other reasons lead to lack of systemic safety supervision,safety culture,and social supervision power,hence civil explosives safety accidents are difficult to avoid.Therefore,it is necessary to reconstruct and improve the production safety supervision mechanism for civil explosives industry.Based on research and practice of safety supervision both in China and overseas,this thesis analyzes the development of China’s civil explosives industry and current safety regulatory situation.The problems and the causes within the safety supervision of civil explosives industry are also analyzed in depth.Given the nature of current problems in the civil explosives industry,presented as inefficiency of safety supervision body,ineffectiveness of safety regulation,and low level of safety practice,this thesis puts forward the redesign of safety supervision mechanism.This includes rebuilding the process,content,and governance body of civil explosives industry.The goal is to setup a safety supervision cooperation platform for civil explosives industry with participation of all relevant entities,to ensure that governments,enterprises,industry associations and societies play active roles in the platform.Ultimately,a supervision system that is suitable to current conditions in the civil explosives industry in China is constructed,consisting of multi-agent participation,top-down collaboration,and multi-dimensional communications.
