Study On The Efficiency Of Carbon Dioxide Emissions And It's Affecting Factors In Henan Province

Global warming has caused serious obstacles to the development of various countries' economy, which has aroused wide attention from all countries of the world, and even has begun to threaten the survival and health of human beings. The latest statistics from the International Energy Agency (IEA) show that in 2013 China's total carbon emissions accounted for 29%, ranking first. In 2009, our government proposed a voluntary emission reduction target, which is that the carbon emissions per unit of GDP in year 2020 is going to be reduced by 40% to 45% compared to in year 2005. Especially in recent years, coal accounted for more than 70% of the total global energy consumption, and it has gradually become the main component of the energy structure. So choose the reasonable economic growth pattern as well as the road of industrialization development, which has great significance for reducing carbon emissions.Based on the macro panel data of Henan Province during 2000-2013, this paper uses the stochastic frontier analysis method to estimate the carbon emission efficiency over the years, and makes an empirical analysis of the estimation results. The results are as follows:(1)On the whole, and the efficiency of carbon emissions in Henan province is not very high, slightly lower than the average efficiency of carbon emissions in the central region of our country. (2)From the industry level, based on four test methods as the Theil index, Absolute ? convergence, Conditional ? convergence and Nuclear density, respectively from tatic and dynamic this paper analysis the trajectory of the industry differences in carbon emission efficiency in Henan Province. The results showed that the carbon of industry during year 2000 to year 2013 in Henan province showed an increasing trend. Among them,the industrial carbon emission efficiency is in a dominant position, forestry Animal Husbandry and fishery are in the middle, the construction industry is in the lowest. Industry difference was significantly reduced. Regardless of the total time period or the phased view, the carbon emission efficiency differences of six major industries have passed the significant test, the corresponding coefficient is negative, there is Absolute ? convergence. The carbon emission efficiency of the industry is in the Condition ? convergence, and converges to its steady state level. From the anlysis to Nuclear density, the carbon emission efficiency in industry is steadily increasing with years in Henan Province. (3) From the regional level, the carbon emission efficiency of each city in Henan Province showed a trend of increasing year by year during year 2000 to year 2013. And there is a clear gap between each city, Zhengzhou City has the highest carbon emission efficiency, while Jiyuan city has the lowest. The cluster analysis of 18 cities in Henan province was carried out based on K-means clustering. Then we find that the carbon emission efficiency of every city in Henan province is not balanced. In the high emission-low efficiency region we should increase the emission reduction efforts, control the carbon emissions, accelerate the transformation of economic structure in these cities, and improve the efficiency of emission reduction.The 8 influencing factors of carbon emission efficiency of Henan province were analyzed by using Tobit regression model. The results show that the effects of different variables on the positive and negative coefficients are different. The industrial structure and the level of urbanization has a significant positive impact on the carbon emission efficiency of Henan Province. Energy structure, opening to the outside world and the structure of property right restrain the further improvement of the efficiency of the carbon emission. Other factors such as technological progress, energy price and environmental policy have positive effects on the efficiency of carbon emission, but the effect is not very obvious.Finally, based on the above analysis, this paper puts forward some policy suggestions on how to improve the efficiency of carbon emissions in Henan province.
