With the rapid development of our economy,the development of construction projects becomes faster and faster.Meanwhile,as an important aspect of construction project management,project cost management is also facing the new challenges.Nowadays,the requirements to the planning,design and other aspects have become increasingly higher in this field,which is leading to the higher and more stringent requirements to construction enterprises.How to effectively use and reasonably allocate the limited construction funds will have a significant impact on implementing effective cost control of the whole project investment process under the conditions of quality assurance and the constant scope,criteria and duration.It will be benefit to save investment costs,reduce project cost and innovate continuously from the aspects of construction designs,construction technique projects and so on in order to improve the investment returns and social benefits of construction projects.Therefore,the methods and related applications that can improve the whole process cost management of construction projects have been the urgently important issues to be discussed.However,due to the characteristics of the large investment,long investment cycle and one-time investment,project cost management of construction projects should be established through a fully,comprehensively and systematically new dynamic cost management system.This study reviews the domestically and internationally historical development and management situation of theories and practices related to project cost management by using the method of combining static and dynamic evaluation.Additionally,it analyzes the current situation and problems of project cost management of construction projects and proposes the necessity of comprehensive and full cost management based on the different periods of construction projects.Presently,the development environments and market circumstances of our petroleum industry are enormously changing.The international trends of domestic petroleum markets are significantly increasing.In this case,oil firms should strengthen cost management and strive to reduce costs in order topromote the dynamic management,scientific management and normalized management of construction project cost.As far as the above mentioned measures are concerned,strengthening the whole process cost management of petroleum industry is the important factor in controlling costs.This study focuses on the present situation of project cost management and investment control requirements of Shengli Oil Production Plant,and analyzes the currently several problems of project cost management in ground construction projects based on years of working experience.Moreover,it explores the feasible approaches that how to improve the cost management level of ground construction projects and demonstrated the functions of the whole process cost management.The above contents will play an important role in realizing gradually the scientific and full project cost management systems that are suitable for the development of oil production plant and promoting the project cost management level and investment returns.The relevant researches are the main contents in this thesis.
