Research On The Systerm Construction In G County

Grass-roots work safety is the cornerstone and fundamental to safeguard the country’s stable development.In view of the actual problems,such as the accident prone and regulatory difficulties faced by the grass-roots work safety supervision in the new era of our country.Starting from the grass-roots work safety supervision,this paper researched on the current situation of the supervision system of grass-roots work safety in G County of Jiangsu Province,and analyzed the existing problems and reasons.Paper argues that grass-roots work safety supervision mechanism is not smooth.The lack of coordination among the government,enterprises and society is the main reason for the weak supervision work of grass-roots work safety at present.This paper puts forward the overall design of the supervision system of grass-roots work safety based on the theories of work safety supervision,collaborative governance,crisis management and safety cost-benefit theory.Studying from the aspects of government,enterprises and society,it discussed the construction of the supervision system of grass-roots work safety and the roles of government,enterprises,employees,third party agencies,social supervision and other multi subjects in grass-roots work safety supervision.It puts forward the countermeasures to construct the collaborative governance system of G County’s work safety supervision in view of the practical work safety in G County.It provides some useful references to strengthen the grass-roots work safety supervision,which includes nine key aspects: to clarify responsibilities of safety supervision organizations,to strengthen the construction of grass-roots supervision team,to change the safety supervision mode,to improve the responsibility system of work safety in enterprises,to promote the standardization construction of work safety in enterprises,to strengthen the cultural construction of work safety in enterprises,to enhance the technical support by improving the work safety expert group,to clear the third parties’ responsibilities involved in work safety,to improve the awareness of media and the public on work safety supervision.According to the logical thinking and framework of "put forward the problem-analyze the problem-solve the problem",using the literature research method,survey research method and system analysis method,the author collected and collated the related literatures comprehensively,interviewed the safety supervisors of G County,and carried out field observation survey.Considering the construction of the supervision system of grass-roots work safety as a systematic project,the paper attempted to explore the way to construct the collaborative governance system of work safety supervision in China.
