Research On The Realization Paths To Purchase Public Service Of Safety Production In The Local Government Of China

Government purchasing services constitutes the important part of the administrative reform,and it also has become an important measure to improve the quality and solve Insufficient supply of public service.There are double contradictions on the supervision of production safety at the grass-roots level:the less supervising officers versus the increasingly onerous regulatory task and the low supervision level versus the increasingly complex technologies of factories,Government purchasing safe production services provides an effective way to solve the two contradictions.In recent years,under the impetus of the local safety supervision departments,local governments started to buy public service of production safety,and the purchase scope extended from the law enforcement inspection ancillary services to almost all areas of production safety supervision.The local government has accumulated a wealth of practical experience in the purchase of production safety services.Because the theoretical study of purchasing production safety service is less,local governments lack of theoretical guidance and institutional arrangement,and it leads to unscientific and not standardized in the process of buying,even there are some phenomenons of the black-box operation and abusing power for personal interests.These problems have affected the sustainable development of purchasing production safety services.to raise the purchase levels and ensure the healthy development of buying production safety service,they must be researched and solved.This paper adopts the research methods of literatures andcases,and analyzes the implementation paths of government purchasing production safety service,including the development path,the institutional path and the actual operation path.On the basis of public management theories and the government purchasing service theories,it also dissects the problems existing in the implementation path,and puts forward the policy recommendations.We study the implementation paths of the government purchasing production safety services at the first time,and provide a theoretical reference and path guidance for the local governments to buy production safety service Scientifically and normatively.
