Research On Government Purchase Of Safety Production Service

Government purchasing of services from legally qualified social organizations or institutions has been a new method of social management innovation in China in recent years.It is a powerful embodiment of the change of government functions,and the improvement of public service supply standard and efficiency.In the field of safe production,in order to promote and regulate the socialization of production safety services,governments at all levels have promulgated a series of guidelines and policies on purchasing safety production services in private sector,of which government purchasing of safety production services as an important service model,has been implemented rapidly and achieved some results in Zhejiang Province.Based on practical analysis on some cases of Ningbo City,this paper discusses and studies the government purchasing of safety production services,reviews existing problems and shortcomings,and proposes suggestions and countermeasures to further improve government production safety management ability.This thesis expounds and studies the government purchasing of safety production services in five parts.The first part is the theoretical basis and key content of government purchasing of safety production services.In the second part,the author expounds that the driving force behind government purchasing of safety production services is to make up the shortage of government supervision manpower,to encourage enterprises to implement safety responsibility and to mobilize social forces to participate in specialization of safety production services.In the third part,the author analyzes the actual situation of purchasing safety production service in some areas of Ningbo.In the fourth part,taking Ningbo city as an example,the author analyzes the problems such as the lack of institutional basis and norm,the insufficiency of social intermediary force,the low quality of service,the passive acceptance of enterprises,and the transfer of government responsibility in government purchasing of safety production services.In the fifth part,the countermeasures and suggestions are put forward in areas such as perfecting the supporting system,improving the intermediary service ability,perfecting the working mechanism,carrying out the responsibility of the enterprise,straightening out the tripartite relationship between government,enterprises and agencies.
