Local Government Purchase Safety Production Services,Problem Study

The first session of the 13th National People’s Congress reformed and improved the emergency management system,established the Ministry of Emergency Management,and steadily improved the level of production safety.We will continue to carry out special campaigns to improve production safety,focusing on hazardous chemicals,mines,fire control,transportation,urban construction,industrial parks,and hazardous waste.General Secretary Xi Jinping stressed that to strengthen the risk consciousness,production safety must be wake-up call,constant,draw lessons,extrapolate,on the government purchase service mode to explore the pace of the country,in the information construction,production safety standards,daily production safety supervision has introduced social forces,expand the government professional level.This paper first conducts an in-depth study on the theory and practice of government purchase of services at home and abroad,Analyzing the theoretical basis and practical experience of the government purchase of services,Based on the collaborative governance theory and resource dependence theory,First,the current situation of work safety supervision is analyzed,Because this article is based on local governments,So when analyzing the current situation,based on the database analysis,Focusing on the in-depth analysis of the current situation of production safety supervision in Qingdao city,Thus summarizing the process of government purchase of work safety supervision,In the process,mainly the service subject,procurement mode,service boundary and performance evaluation,And starting from these four aspects,Based on the semi-structural interviews of government emergency management departments,street emergency offices,technical service agencies and enterprise staff,To extract the difficulties of the government in purchasing work safety services,There are insufficient funds for local government security technical services and long payment cycle,Technical service institutions have uneven capabilities,Procurement has a regional monopoly,low-price evil competition,Purchase scope lacks standard guidance directory,The lack of restrictive systems and standards in performance evaluation,By analyzing the causes of the dilemma,Put forward the countermeasures and suggestions for optimizing the local government purchase of safe production services,For example,the budget of the government special funds for safety production purchase services is refined,the supervision process and norms of technical service agencies are refined,the safety technical service reserve is established,and the responsibility boundary between the competent departments and emergency departments is clarified.
