Study On Problems And Countermeasures Of Purchasing Safety Production Service In K City Government

With the continuous practice of socialized governance in various fields,socialized governance of production safety has become an inevitable trend to improve the capacity and level of safety supervision.Through government purchase or subsidies,the introduction of third-party production safety professional and technical service institutions and experts to provide technical and intellectual support for production safety,which can effectively make up for the regulatory "blind spots" or "loopholes" caused by insufficient supervisory personnel and weak professional skills.It has also promoted the transformation of safety supervision from a unified government-led system to a "small government,big society" governance model,thus improving the overall level of production safety governance.K City is one of the pioneering regions in China’s socialized production safety governance model.Through the implementation of safety production service outsourcing,laying solid foundation for the city’s production safety,increase the government supervision efficiency,however,there are also some problems encountered in the exploration and practice,such as the government is absent in fulfilling its responsibilities,the service quality of work safety intermediary service agencies is uneven,and the participation of enterprises is insufficient and other problems.Theses problems can be attributed to the following reasons,namely,relevant laws,regulations and policies are insufficient,the level of government performance management needs to be strengthened,the admittance,supervision and evaluation mechanism of work safety intermediary service agencies is not perfect,the market development of work safety intermediary service agencies is not perfect,and the consciousness of enterprises as the main body of work safety is weak.This reminds the government to be more cautious when purchasing work safety services,and to take a comprehensive consideration,so as to ensure that work safety service outsourcing work really achieve results.Combined with the successful experience accumulated in this work abroad and other areas in China,to solve the above problems and optimize the government’s implementation of work safety outsourcing service,we can start from improving the relevant policies and regulations,unify the standards of work safety service,strengthen the performance management of government work,improve the mechanism of access,supervision,evaluation,elimination and punishment of work safety intermediary service institutions,cultivate the market of work safety service institutions,and strengthen the endogenous motivation of enterprises to do a good job of work safety.
