Research On Chemical Parks Safety Production&the Third-party Management From A Supply-demand Perspective

The major subject of the layout and safety-environmental protection development of the National Top 7 Petrochemical Industry Bases has been discussed on the State Council Executive Meeting on June 4th,2014.Under the social atmosphere of chemical-phobic,anti-chemical and NIMBY effect,the establishment of the National Top 7 Petrochemical Industry Bases undoubtedly gives new impetus to the development of petrochemical industry and brings rare opportunities for the thriving future of chemical parks.However it is not hard to find that in the field of the chemical parks safety production,the supervision department are still bothered by some long lasting issues such as onerous safety production supervision tasks,limited government security regulatory power,uneven enterprise safety production management level,unfulfilled safety production responsibility and high-rate maintenance job accidents,which bring serious challenges to the safe,green and sustainable development of chemical parks.This thesis illustrates by the case of Ningbo Petrochemical Economic & Technological Development Zone(hereinafter referred to as NPETD),summarizes the pilot work of safety production and the third-party management in NPETD based on the principal-agent theory and the government purchase service theory,analyses from three aspects as the supply side of the thirdparty management institutions,the purchase service demand side of the government(the Administrative Committee of NPETD)and the technology service demand side of the enterprise and puts forward further policy advices for promoting safety production and the third-party management of chemical parks,in order to provide reference for further ramming regional safety production work.This thesis is divided into five parts.The first part is introduction which raises the topic selection and research background of this thesis,illustrates the theoretical and practical significance of the selected topic,summarizes the research status of chemical parks safety production and the third-party management referring to references,and puts forward research ideas,methods and innovation points.The second part explains the theoretical basis and practical necessity of the pilot work of safety production and the third-party management in chemical parks.The third part takes NPETD as an example,summarizing the main methods and major achievements on the exploration of safety production and the third-party management.The fourth part analyses from three aspects as the supply side of the third-party management institutions,the purchase service demand side of the government and the technology service demand side of the enterprise in theory and practice based on the principal-agent theory and the government purchase service theory,and proposes theoretical defects and development bottleneck of the safety production and the third-party management in the detail experience.The fifth part brings up policy suggestions of completing chemical parks safety production and the third-party management from the third-party,the government and the enterprise three aspects,providing reference for the generalization of innovation management measure in chemical parks in Zhejiang Province and the whole country.
