Research On The Role Of Government In The Construction Of The Public Health System In Post-SARS Era

In 2003,SARS suddenly wreaked havoc in China,and became a nightmare until now.From the end of 2002 when the first SARS sufferer was found in Guangdong province,SARS gradually spread to all the Southeast Asia area.This epidemic trended to be controlled in the middle of 2003,and during the time less than one year,it aroused great panic around the public.After that,Chinese government implemented a series of significant measures and increased input of health care to develop public health,rural public health service and urban community health.In modern times of China,there have been more than ten large-scale emergent crises in record,and that was a serious trial of our social problem-solving ability,as well as the real reaction of our government’s administrative ability.In this point of view,the author chose “the research of the role of government in the construction of public health system in Post-SARS era” as his research point of thesis.From the point of connotation of public health,this thesis analyses the important role of government in social public area in Post-SARS era,and points out that the role government played had not model public.It also summarizes the history and experiences of China’s public health development and discusses the new orientation of government’s role based on it.This thesis generally contains four sections.The first section elucidates the relation of government and public health.Based on the background of SARS,this thesis states the definition and features of public health from an academic point of view,and analyses the necessity of government intervention from the market failure,non-competitive and non-excludability of public health perspective.Then,it discusses governmental responsibilities at public health system through three aspects: system construction,legal construction and financial support.In the second section,this thesis discloses the anomie of government’s role in public health area during SARS period.Based on the crisis aroused by SARS,the thesis discusses the anomie of government’s role through four parts: cognition,health resources,financial investment and health law.At last,it expounds the influences of this anomie in SARS period from three aspects: the influence of success and failure of governmental actions,the influence of credibility of Chinese government and the international influence of Chinese government.The third section investigates the revolution and innovation of public health area in Post-SARS era.This thesis introduces the revolution and innovation in the process of building a more complete public health system,and in this process,government plays as a subject,while the other four parts are strengthening the ability of solving emergency in public health,legal construction and management innovation,innovation of governmental organization and operation,and international communication and innovation of coordination mechanism.In the fourth section,the new orientation of government in public health system of Post-SARS era is discussed.According to our situation of public health system and considering the related experiences of other developed countries,this thesis explores the debugging and developing way in the construction of public health system by government,which contains three aspects: highlighting the initiative of government in responding public crises,establishing efficiency and responsible government and establishing the learning government.
