Over the past decade,the state has continued to deepen the reform of the medical system,and the government and relevant departments have issued a large number of policies to tighten the standards for innovation and public welfare of public hospitals.In this severe environment,we should solve how to coordinate the public welfare while gradually improving the quality and efficiency of medical and health services.Based on this situation,public hospitals have used performance evaluation as a tool to achieve the strategic goal of long-term development of the hospital,and used it to build a set of scientific and complete performance evaluation system to achieve fine management in the whole process,so as to promote the stable and long-term development of public hospitals.Considering that China’s public hospitals have not used performance evaluation for a long time,and the public hospitals do not understand and study the performance evaluation in depth,the current performance problems of public hospitals include the following aspects: the combination with the hospital’s strategic objectives is not compact,the selection of evaluation indicators is not accurate,the division of labor for performance evaluation is not precise,and the performance evaluation system is too profit-seeking.Through the study of the Balanced Scorecard and its combination with the performance evaluation of public hospitals,this paper establishes a performance evaluation system that is coordinated with the actual situation of public hospitals and the strategic development of hospitals.This paper selects Nanhua hospital as a case hospital,understands the current performance appraisal and performance scoring of Nanhua hospital in 2021,finds out the problems in its current performance appraisal,and analyzes the feasibility and necessity of applying the Balanced Scorecard to Nanhua hospital for performance appraisal system.Then,according to the strategic map and performance evaluation method of Nanhua hospital,based on the level 1 and level 2 primary selection indicators under the four dimensions of the balanced scorecard,20 medical experts were invited to score according to the score of 1 to 10,and the indicators higher than 8.5 were selected as very important final selection indicators.Next,using the analytic hierarchy process(Ah Q),20 medical experts were asked to determine the weight of level 1 and level 2 indicators according to their own importance of level 1 and level 2 indicators,so as to establish a set of performance evaluation system for Nanhua hospital suitable for the balanced scorecard.After constructing the performance evaluation model of Nanhua hospital,the score of Nanhua hospital under the new performance evaluation method is obtained.Comparing this score with the score under the current performance evaluation of Nanhua hospital,it is found that the current performance score is falsely high and its performance rating is far from reaching the so-called excellent level.Therefore,the old and new performance evaluation methods are compared and analyzed to find the reasons,The good expected effect of performance evaluation with balanced scorecard in Nanhua hospital was obtained.This paper puts forward some suggestions for innovating and optimizing the performance evaluation of national public hospitals.
