With the rapid development of Chinese Marine economy,surveying and mapping industry are welcoming in new opportunities for its development.The industry is now playing a crucial and positive role in the construction work of many hydraulic projects,such as the ports and the waterways.Nowadays,the competition within the surveying and mapping industry has become so intense that the industry transforms to a perfectly competitive market.Therefore,as the a company of this public institute,specializing in water surveying and mapping work,we are now facing massive competition and we should also meet the strategic transformation requirements for public institutes leading by the country.To better deal with the numerous changes in market competition quickly,the urge of building a compatible performance management system,which can solidify the strength of A center,which are based on the development of human resources and core management team and which can be applied effectively,are drawing more attentions.Based on the modern human resource management theory,using a combination of quantitative and qualitative analysis,the present situation of performance management of A center is analyzed,through the study found that A center there are five problems in the performance management:(1)the lack of the concept of performance management of A center in whole internal institutions "mess" state for a long time,there is still not a true sense of the performance management system;(2)the lack of scientific and reasonable performance appraisal plan specific assessment indicators,is a general in the annual assessment instead of performance appraisal,assessment plan and evaluation index to replace the annual work target decomposition;(3)no performance appraisal process scientific and reasonable,but high at the end of the year,subjective feeling of the average distribution of the annual assessment of the "excellent" index;(4)the lack of perfect performance test No nuclear mechanism,forming a closed cycle mechanism of performance management;(5)the evaluation result application did not play a real sense of the performance incentive,annual assessment of outstanding rewards are not enough,the staff do not play incentive effect on real significance.According to the problems existing in the performance management of the A center,the research puts forward the following four suggestions:(1)change and strengthen the concept of performance management,performance evaluation index system of new design;(2)the optimization of the performance management process,performance management plays an important role in four aspects;(3)to strengthen the performance management process control.To ensure the landing performance management effectiveness;(4)strengthen the effectiveness of the performance management system,and ensure the implementation effect,break the status of A center equalitarianism "mess" fundamentally,to truly promote the employees' enthusiasm,initiative and creative purposes.The researchers hope that through the research on the performance management system of the establishment of the A center,A center for scientific and standardized management of human resources,and enhance the core competence,make "special" and "deep","long" organization to make a positive contribution,also hope that through this study,provide a useful reference for the implementation of the design the performance management system of shipping industry,enterprises and related institutions for the application of performance management.
