Research On Government Cross Domain Public Affairs Governance In Hefei Metropolitan Area

Since the Eighth Anhui Province Congress first proposed the concept of "Hefei metropolitan area" in 2006,after more than 10 years of development,Anhui Provincial People's Government,on March 21,2017,with a view to promoting the development of Hefei metropolitan area,enhancing the overall competitiveness of the region and integrating into the economic circle of the Yangtze River Delta more rapidly.With the promotion of regional integration,the inter-regional contacts and exchanges have been deepening,the dependence among different administrative regions has been increasing,and the governance of public affairs across administrative divisions has also been increasing.At present,the traditional and internal administration can no longer meet the needs of new forms of development,and promoting the integration of metropolitan areas has becomes the main goal of regional government cooperation.So this study starts from the historical evolution of cross-border public affairs of Hefei metropolitan government from the perspective of cross-domain public affairs governance of regional governments.Then by analyzing the major challenges about confronting the cross-border public affairs of Hefei metropolitan government,giving some recommendations to promote Hefei metropolitan area in the cross-border public affairs governance.The governance of cross-border public affairs by local governments is a complex process.Both the mode of governance and the subject of collaboration have diverse characteristics.In this process,economic factors,political factors,historical factors and realistic factors are mutually intertwined and influence each other,increasing the difficulty of governance of cross-border public affairs by local governments.On the whole,based on the previous studies,this research is based on the reality and guided by the policy system,selected Hefei metropolitan area as the research object,the mechanism of local government cross-border public affairs governance is analyzed,and finally suggestions are put forward.First of all,this paper summarizes the related theories and concepts involved in the governance of government cross-domain public affairs,including the definition of concepts related to public affairs,cross-domain public affairs,public service and governance,governance theory,public affairs governance theory and theory related to government cooperation,as well as the government's cross-border public affairs governance significance.Secondly,this paper analyzes the historical evolution of Hefei metropolitan area's administrative divisions,and systematically sorts out the basic situation of population size,education level and economic development in Hefei,Huainan,Lu'an,Tongcheng and Chuzhou in Hefei metropolitan area,those are made clear that Hefei metropolitan government cross-border public affairs cooperation and governance are necessity.Thirdly,through the establishment of the index system,and based on the breakpoint theory,the principal component analysis is used to make an empirical analysis of the development of cities in the Hefei metropolitan area,and to explore the main challenges that the Hefei metropolitan area faces in the government cross-border public affairs governance.Finally,on the basis of empirical analysis,through the analysis of the governance of cross-domain public affairs of Hefei metropolitan government,giving the following path selection for Hefei metropolitan government cross-government public administration governance-changing the government functions,cultivating various NGO governance capabilities,enhancing the ability of citizens to participate,establishing a government cross-border governance synergy mechanism.Finally,providing a theoretical basis for the formulation of relevant policies by the state,and providing reference for other metropolitan areas to solve similar problems.
