With the accelerating and intertwined economic globalization,regional integration,information sharing and a variety of social development trend,information,resources have broken the constraint of national,administrative and organizational boundaries.The government faces more uncertainty and is challenged by greater social change.In the face of this situation,in order to improve the efficiency and level of the supply of public service,the public managers must seek the way of social governance across the border among the governments.At present,China's governments at all levels are constantly exploring and gradually forming a collaboration mechanism called intergovernmental Joint Meeting,which is accepted and applied by all government bodies.From the reality of China's development situation,different government bodies have held a series of conventional and unconventional,long-term and temporary intergovernmental Joint Meetings to different degrees,such as for years of “Yangtze river delta city economic coordination council mayor's Joint Meeting”,"Beijing-Tianjin-Hebei Development and Reform Commission region work Joint Meeting","Pearl river delta earthquake disaster reduction work Joint Meeting " etc..It can be said that the intergovernmental Joint Meeting has become a common mechanism to effectively solve the fragmentation predicament,and realize the government cross-border cooperation in the context of Chinese.It is an effective tool for the operation of the intergovernmental cooperation,and it is also a manifestation of the gradual transition towards rationalization among the governments' relationships.In order to explore the theoretical logic of government cross-boundary collaboration and the practical situation of the intergovernmental Joint Meeting,this paper takes the Yangtze river delta,Beijing-Tianjin-Hebei region as examples to research the intergovernmental Joint Meeting with qualitative analysis,statistical analysis and case study.The purpose of this study was to explore the effect of the intergovernmental Joint Meeting breaking through the area border,government levels and the department boundaries,to conclude the general rules and practice experiences of government cross-border collaboration in China,and to provide more useful reference for the government's future cross-border cooperation practice.In this paper,it is found that the transition from fragmentation to cross-border collaboration is an important trend in the development of intergovernmental relationships,and the intergovernmental Joint Meeting is a new mechanism for the cross-border collaboration among governments in China.The intergovernmental Joint Meeting can effectively overcome the collaboration barriers,such as region segmentation,isomorphism up and down,reciprocity left and right,present a complex interaction among multiple subjects,and can realize comprehensive collaboration which crosses different administrative regions,levels and departments of governments.Secondly,the practices of government's cross-border collaboration in China are still influenced by the structure of the bureaucracy,and vertical governance is still the mainstream.At the same time,the government cross-border collaboration is an elastic and adaptable dynamic development process,which is reflected in the timely adjustment of strategic objectives,the gradually deepened collaboration type,the expanding of collaboration scale,and the gradually institutionalized and materialized power allocation.
