Research On The Marine Environmental Cooperation Governance In Northeast Asia

The Marine environment is the cradle and treasure of life,and the Marine environment in Northeast Asia is deteriorating,which threatens the rational allocation of human health and resources.Northeast Asia regional Marine environmental cooperation governance depends on the efforts of each country,the region's population above 1.6 billion,is one of the world's most densely populated area,as one of the world's leading economic development speed.Although the Marine environment area is artificially divided,but in fact as a whole affect each other.Northeast Asia Marine environment is a kind of typical ”International Public Goods”,the impact factors and remedial measures inevitably involves the Northeast Asia regional political,economic,cultural and social environment,the main trouble is due to lack of motivation mechanism,the main body's communication obstacles and authority conflict.Partly drawing the Cooperation Governance theory of Network Governance theory and analysis framework,integrated use of Polycentric Governance,Kuznets curve,Cultural Identity and relevant theories,attempts to describe the current situation and problems of the Northeast Asia ocean environmental cooperation governance,and analyze the cause of the problems.On the basis of the experience from European region to put forward the management countermeasures of Northeast Asia regional Marine environmental.The main body of this paper is divided into four parts:The first part is to described the Northeast Asia regional cooperation management situation from two aspects which are the Northeast Asia regional Marine environmental conditions and the regional Marine environmental management system.Based on the present situation of the Northeast Asia regional Marine environmental management and Cooperation Network Governance theory,the reason of the inefficiency of governance mainly for lack of the dynamic mechanism of collective action,interests,goals and strategies conflict.Found in the Northeast Asia regional Marine environment governance is lack of motivation mechanism,the problem of communication obstacles and conflicts between the main body authority.The second part is to explore the cause of the problems of Marine environment cooperative governance in Northeast Asia.Cooperation Network Governance theory claims that the environment optimization has a significant effect on the joint operation,the analysis of the Northeast Asia regional Marine environment governance issues have hints it will be subject to the political,economic,cultural and social environment factors,thus put forward the cause of the Marine environment in Northeast Asia governance problems for complex geopolitical relations,economic cooperation platform limitations,cultural identity and civil society development degree were low.Although the cooperation governance issues and reasons can be divided into several,but the relationship of this just like the Northeast Asia cooperation governance of ocean environment is very complex,interwoven and mutual linkage.The third part is to analyze the useful experience of the Mediterranean region and the Baltic region.European regional cooperation in the region of the Marine environment governance is advanced,the United Nations Environment agency take the European region as a benchmark,promotion to the other world regional Marine project.Especially in the Mediterranean action plan it was highly praised not only by the United Nations environment administration,but also by many scholars.The Baltic sea is similar to the Northeast Asia in political,at the beginning of the Marine environmental cooperation governance,facing the capitalist socialism,planned economy with market economy,neutral Sweden and Finland,as well as the Cold War,lack of environmental awareness,east and west Germany contradiction problem such as normalizing relations.In Northeast Asia,there are many similarities in the cooperation between Marine environment cooperation to Europe.This region can learn from Europe's useful experience to solve the current dilemma.European regional Marine environmental management experience is mainly manifested in its efforts to build a comprehensive institutionalization,the European Union give full play to the role,cultivating cultural identity among countries,developing non-governmental organizations to participate.The fourth part puts forward the countermeasures to improve the cooperation and management of Marine environment in Northeast Asia.Northeast Asia region for Marine environmental quality improvement have reached a consensus.Facing of the worsening trend,Marine environmental cooperation governance has complex and difficult task,could not have a stroke,in order to improve the Northeast Asia regional Marine environment governance issues,also should use the power of the other groups.Based on the theory of Network Governance guidelines,the Northeast Asia reality and combined with the European regional Marine environment governance theory,put forward should enhance political mutual trust between countries,strengthen regional economic exchanges,promote Northeast Asia countries culture identity and cultivate civil society of Northeast Asia,from such several aspects to put forward the countermeasures of perfecting civil society.
