Researches On Environmental Impacts Of Pumped Storage Power Station Construction And Relevant Bidding Strategy

Hydropower,as a renewable clean energy,has become an important support in the sustainable development of economy and society.Therefore,the Chinese government has been promoting the development of hydropower by introducing a series of guidance.So far,the development of conventional hydropower stations has reached a certain extent.China is engaged in pushing the development of pumped storage power station so as to improve the power grid structure,as well as the quality of power supply.Pumped storage power station can introduce a certain environmental benefits as it will reduce fuel consumption and pollutant emissions.But the power station construction will inevitably result in a negative impact on the geographical environment.Pumped storage power station is generally located in the power grid load center,which is in the urban economic radiation area close to the city.And the natural environment of the location is always beautiful.Therefore,once the construction process brings about environmental pollution problems,like the noise and dust,it will easily dissatisfy the locals,which would further hinder the smooth implementation of the project.In order to secure the implementation,it is necessary to analyze the root causes of the negative impact on the environment,and find countermeasures to solve the constraints reducing the affection the construction process brought to the environment.This paper has investigated the environmental problems of several pumped storage power stations and reached the main reasons for the adverse environmental impact,which include insufficient land acquisition area and the need-to-be-improved construction skills.Through the analysis of these examples,the lack of details in the regulations and contract leads to difficulties in the calculation of construction costs.The difference in understanding the environmental protection measures results in the large deviation in quotes,and the huge difficulties in the bid evaluation.Those will easily introduce disputes after the contract inking.Based on the environmental impact of pumped power station construction,this paper puts forwards some bidding strategy,including clearly describing the site conditions and surrounding environment in the bidding document,finalizing specific environmental conservation measures with consideration of the project characteristics,refining the bidding bill of quantities offer the bidders clear and unified benchmark,fully considering the cost of environmental and water conservation in the bidding process to avoid any obstacles in implementation due to cost issues,to provide financial support for the project and legal basis in management,so as to reduce the impact on environment during pumped power station construction.
