Hydrogenation process of coal tar is both environmental and economic beneficial by recovering waste materials.Though it is not a traditional energy and chemical project with a huge CAPEX investment scale,it still requests a complex process with various units of facilities.Its smaller CAPEX cost limits the investment in the project management;therefore it is infeasible to require a large multidiscipline management team with various divisions of responsibilities.Thus,it is required to come up with a new project management strategy,developed from the traditional management philosophy and integrated with the characteristics of hydrogenation project,in order to add values and achieve high efficiency.This article selected a broadly representative project of upgrading coal tar with the HT production capacity of 150 thousand tons/year in Jilin province as the research object,aiming to put the project planning theory into practical applications in order to achieve the overall control for HT project.The study has the basis of the target-controlling theory for quality,progress and costs,PDCA cycle controlling theory and basic principle of project management construction theory.The objective of this study is to propose a project plan over multiple control tasks such as organizing,progress,design,purchase,construction,quality,contract and investment tasks.HT project started its first qualified products in May,2017 after a construction time of 16 months.Four control tasks i.e.quality,cost,schedule and safety,have been implemented and completed following the project plan.The practical results demonstrate HT project plan for the Jilin coal tar upgrading project is feasible,and has the guiding significance on project execution and management task implementation.This project completed its objective with the desired results.The project plan proposed in this project has been used as a guidance model and exerted an effect on the similar projects domestically...
