Research On The Protection Against Pollution Of City Residental Solid Waste In China

With the development of the economy and the improvement of the standard of living in China, the production of the city residential solid waste increases sharply and the composition of the solid waste has changed remarkably too. At present, the cleaning of city residential solid waste still has many problems in China and these problems do not only influence the health of urban people and the environment but also make the waste of resource more seriously. To solve the problems of the law of managing city residential solid waste ,this article brings forward some institutional advices to realize the "3R" management of residential solid waste, from the angle of both reducing the amount of trash and transforming them into resource, and also referenced the advanced experience of western countries.Firstly, this article introduced the conception of residential solid waste, analyzed the status of residential solid waste in China and the method to deal with them. Secondly, this article commented on the "city residential solid waste management law" enacted in 2007,and pointed out three shortness of this "city residential solid waste management law", include: reducing the amount of trash and transforming them into resource do not become the key point of this law, be short of executive regulation, and the slowness of the industrialization of dealing with residential solid waste. Thirdly, this article introduced the advanced laws and management institutions of dealing with residential solid waste from the USA, Japan, the Union of Europe, Germany, France and eth. According to these advanced experiences, we can see that it is essential to bring the idea of Circulation economy into the institution and law of dealing with residential solid waste, we should carry out the Classified recycling and reuse of residential solid waste on a large scale, and constitute a rational charging institution of residential solid waste to accomplish the goal of reducing the amount of trash and transforming them into resource. Finally, this article suggested that we should use the idea of Circulation economy, the charging institution of residential solid waste, the Classified recycling of residential solid waste institution, the industrialization institution of dealing with residential solid waste , and the responsibility institution to improve the institution and law of dealing with residential solid waste, according to the view point of scientific development.
