Research On Nanjing Rural Domestic Sewage Treatment Facilities Based On PPP Model

Construction of beautiful China,rural must be beautiful.As a comprehensive improvement of urban and rural environment,"the main event",the importance of sewage treatment is self-evident.However,because of the large investment and difficult,rural domestic sewage treatment has become a" short board" in the new countryside.The PPP mode can effectively solve the problem of shortage of funds in the development of public utilities,so as to optimize the allocation and reasonable utilization of various resources through flexible market mechanism,and to promote the PPP model,and simultaneously build a comprehensive evaluation system of government and public participation,to ensure the maximization of public interest,the current PPP model has become a hot form of social public utilities supply.Through the comprehensive application of investment,management and economics,and literature analysis,case study method and other research methods,the paper analyzes the supply situation of domestic sewage treatment facilities in Nanjing rural areas,through the advantages and disadvantages of PPP model in rural infrastructure construction,and gradually applies PPP mode to Nanjing rural domestic sewage treatment facilities,on the one hand,makes up for the deficiency of domestic theoretical research,and provides some theoretical reference for the relevant practitioners of rural domestic sewage treatment.Through field investigation,we find that there are a series of problems,such as inadequate implementation mechanism of rural domestic sewage treatment project,single source of rural domestic sewage treatment facilities supply,and inadequate supply management of rural domestic sewage treatment facilities,etc.to analyze these problems,summarizes the key causes of these problems lie in the narrow financing channels,imperfect supply system and the unclear responsibility of supply main body.On the other hand,the PPP model has been initially used in rural infrastructure construction and played a huge role.According to the reality of new rural construction and development,improving the living environment in rural areas and improving the happiness index of farmers’ life is the rural pollution control project,and the treatment of rural domestic sewage is one of the important ones.This requires the PPP model to be better integrated into the supply mode of rural domestic sewage treatment facilities,through learning from successful experience,the necessity and feasibility of promoting PPP model in rural domestic sewage treatment facilities supply,combined with the reality of Nanjing,this paper puts forward through comprehensive consideration of financial affordability to do project identification work;Standardize the procurement process of the project and achieve fair and compliance;Clarify the relevant authorities,to ensure a strong support;Establishing supervisory service department and training compound talents;Considering the preference expression of farmers,a series of targeted recommendations such as democracy promotion,so as to better use marketization means,further optimize the allocation of social resources through PPP mode,improve the supply rate of rural domestic sewage treatment facilities,improve the operational efficiency of rural sewage treatment facilities.
