Research On The Legal Guarantee Of Management Method Of Construction Waste Resource Utilization

With the rapid development of China's economy,the acceleration of urbanization and the rapid development of the construction industry,the construction of a large number of new buildings and the demolition and repair of old buildings have produced more and more construction waste.Compared with the increasing amount of construction waste year by year,China's construction waste resource utilization rate is low,and most of the construction waste is not fully utilized.A growing number of construction waste has influenced our normal life,it brings to the environment pollution,which cause more and more pressure to the environment of the city.Construction waste resource utilization and management has become the main task of the construction of circular economy and sustainable development in our country.This paper introduces the definition and classification of construction waste,the theory of resource utilization and management of construction waste,the status quo of resource utilization of construction waste at home and abroad and the relevant legal system of construction waste.Through the analysis of relevant laws and regulations on the resource utilization of construction waste at home and abroad,and taking the current situation of the resource utilization of construction waste in Jilin province as an example,this paper studies the resource utilization and management of construction waste in Jilin province from the perspective of national policies and local regulations.In this paper,the advanced concept,science and technology and equipment of construction waste resource utilization management in developed countries are used for reference.Combined with the actual development situation of Jilin province,regulations and rules of construction waste resource management suitable for the actual situation of Jilin province are explored.Relevant laws regulations are implemented for demonstration units and demonstration projects to realize the standardization of construction waste resource utilization management,and the implementation and operability of relevant laws and regulations on construction waste resource utilization management.
