With the rapid development of the modern economy,the living standards of farmers have gradually improved,and the environmental pressure in rural areas has continuously increased.Rural environmental governance has become a hot topic.In February 2018,the central government promulgated the "Three-Year Action Plan for the Rehabilitation of Rural Habitat Environment",which means that China attaches great importance to rural environmental issues and will vigorously rectify the rural environment,aiming to further improve the rural living environment and promote the beautiful countryside.Construction.The Central Rural Work Conference held at the end of 2017 took the issue of “agriculture,rural areas and farmers” as the top priority of the work of the whole party,and promoted the historic transformation of “agriculture,rural areas and farmers” under the new historical orientation,and built a green ecological orientation and effective governance.The beautiful and livable countryside is an important part of the rural revitalization strategy.It is a new project and new carrier to promote the construction of ecological civilization and upgrade the construction of a new socialist countryside.It is the only way for the development of China’s vast rural areas.Rural domestic waste control is an important part of rural environmental governance and an important part of beautiful rural construction.Only by properly managing the problem of rural domestic garbage can we promote the social civilization and harmony of rural society and the development of a well-off society in an all-round way.Taking the rural domestic garbage management as the starting point,this paper selects Gaogang Village,Jiefang Township,Yashan City,Sichuan Province as the research object,and combines the new development theory,the cooperative network governance theory and the public product supply theory,firstly using the literature method and the field research method to understand The basic situation and operation mechanism of the “high-gang model”;secondly,through the questionnaire survey,the status quo of the research on the domestic garbage treatment in Gaogang Village was analyzed;again,the organic combined analytic hierarchy process and the fuzzy comprehensive evaluation method were used to establish the rural domestic garbage in Gaogang Village.Governance evaluation index system and comprehensive evaluation of the governance effect of “Gaogang model”;finally,summarize the results and problems obtained from the “Gaogang model”,and point out the direction of further optimization.The study of this paper is the national rural domestic waste treatment.Provide some ideas for reference.The conclusion of this paper is that the “high-gang model” of Ya’an City is an excellent case for rural domestic waste treatment worthy of reference,and the effect of rural domestic garbage treatment is between good and good.The rural living environment in Gaogang Village was greatly improved.The village appearance was clean,clean,smooth and beautiful,which effectively improved the happiness of the villagers in Gaogang Village.However,on the road of comprehensively revitalizing the countryside and realizing the building of a well-off society in an all-round way,the construction of beautiful villages has been given richer connotations and higher development requirements.Gaogang Village has to become a higher standard of beautiful villages.There is still a lot of room for development.It is not easy to rectify and rectify rural domestic garbage.It is more difficult to maintain.This paper believes that the direction of further optimization of “Gaogang Model” is to continuously improve the operation mechanism of rural domestic garbage management,and to promote the basis of rural domestic waste treatment.Facilitate construction,increase industrial support,carry out new business forms,strengthen rural human settlements,and continue to explore and establish long-term governance mechanisms,continuously improve the level of rural domestic waste management,and achieve beautiful and fast construction of beautiful villages.The proposed policy proposal is to seize the opportunity of beautiful rural construction,to further strengthen environmental governance,and to implement diversification of governance.Finally,we must broaden the funding channels and improve the construction of supporting facilities.
