| London,as the birthland and central city of the British Industrial Revolution,suffered unprecedented air pollution.Fast forword to 1950 s,and Londn was experiencing regular “pea soupers”,wite the Great Smog of 1952,killed around 10 thousands people in just two months.The London government has devised and applied a large number of relevant policies to control air pollution.Based on the "Great Smog" of London in 1952,the Clean Air Act of 1956 was be published by UK government,the first air pollution prevention and treatment act in the world.Over the past fifty years,from 1952 to 2000,there were three stages to analyse the history and the implementation effect of air policies.The current policies of air pollution control in London,from 2000 to now,are systematically analyzed as the capter two.Based on the public policy theories,the current London air pollution control policies are divided into three categories: compulsory policies,market-based policies and voluntary policies,and analysed the effect of implementation.Based on "5I" model,"Smith" model and input-output analysis,"AEIO" model,named Actors,Environment,Instruments and Objectives,is be analyzes the connotation and characteristics.And then,evaluating and analyzing the formulation,implementation and feedback of London’s air pollution control policies with “AEIO”model.London has transformed the original "fog city" into the current "garden city" and accumulated a great deal of valuable experience from London’s air pollution control policies’ formulation,implementation and feedback. |
