As society and economy developing,air pollution become a social problem which restricts sustainable development and strongly opposed by people in China.China launched the blue sky protection campaign aiming at air pollution in 2017.Tongchuan as one of cities in the Fen and Wei river plain,which is the key area of the campaign,has made air pollution control policies including adjustment in industrial,energy,transportation,land-using structure,strengthening in regional control cooperation and taking solid measures to control air pollution in autumn and winter in accordance with the policies of central and provincial government.Despite of some good outcome,there have been some problems in implement of policies.With the method of case study,literature research and the Smith policy analyze model,the thesis uses Tongchuan which is in dilemma of developing and pollution control as a typical case and studies on the air pollution control policies’ implementation.The thesis summarizes problems such as inefficiency in implementation,low public participation rate,negative reaction from enterprises and lack of implementation resources from the angle of policy’s content,executor,aiming group,environment which are called four factors in the Smith model.With the methods mentioned above,the thesis finds that gaming between central and local governments,aiming groups’ noncooperation,bureaucracies’ lacking of necessary executive ability,lead to the problems.It is suggested that perfection in law and policy system,improvement in executive ability,encouragement for public participation and improvement in executive environment to form a modern administration system in which the government acts as a supervisor,public as a participator and enterprises as a law-abiding party.
