The energy technology service company(hereinafter referred to as "FZ company")under the flag of CNOOC is a diversified industry group that provides energy technology services,FPSO production technology services,energy logistics services,safety and environmental protection and energy saving products and services.The current evaluation system of organizational performance is mainly based on the needs of the management functions of the company,and the evaluation of two major categories of indicators and management indicators,including profit indicators,reducing the cost and increasing efficiency,market development,scientific and technological innovation,safety production management,Party building and innovation,innovation and so on.All aspects of enterprise management,the system coverage is more comprehensive,but the lack of effective acceptance of the company strategy,the lack of personality evaluation of the characteristics of the diversification of the subordinate companies,the results assessment,the lack of attention to the organizational efficiency,the design of the index system does not fully reflect the characteristics of the diversified production service enterprises.Under the background of the continuous deepening of the reform of state-owned enterprises,FZ company is in the key period of the solid promotion of the overall listing and the steady promotion of the reform of the mixed ownership system.The existing organizational performance evaluation system can not meet the needs of the company’s development.Based on the detailed analysis of the theory and research status of performance evaluation at home and abroad,this paper summarizes some popular methods and practices of performance management.According to the actual situation of FZ company,this paper comprehensively summarizes and analyzes the drawbacks of the existing organizational performance evaluation system.This paper proposes to combine performance evaluation and annual performance evaluation to adopt a comprehensive performance management for diversified units.The following three main works were done: one is constructing the structure of the evaluation system of organizational effectiveness;and the two is to form two categories of annual performance evaluation system according to the classification of management;and three,through the evaluation of the process evaluation and the results of the performance of the enterprise,the complete performance evaluation system of the public organization is constructed,and the diversification of the performance evaluation system is constructed.Overall performance management is adopted by the units in which they belong.It has three significance,one is conducive to the overall exploration of the operating efficiency of the affiliated units,the second is to reflect the effect of the differential assessment,to adapt to the characteristics of the diversified production service enterprises,and the third is to clear the strategy and performance orientation,and to undertake the strategy of the company’s development.Through the process of reshaping the performance management,the health report of the organization is created,and the performance evaluation is closely combined with the practice of the enterprise,and the organizational efficiency is gradually improved and the efficiency of management is improved.
