Analysis On The Effect Of Chinese Environmental Administrative Interview Based On Difference-in-differences Model

Over the past 40 years of reform and opening up,China’s total national economy has been rising,and its economic volume has leapt to second place in the world.However,with the rapid economic growth,there is a growing problem of environmental pollution.Because the traditional economic development model has the characteristics of high emission,high pollution and high energy consumption,As a result,haze is common all over the world in recent years.the publication of documentaries and news such as "under the Dome" also indicates that the issue of environmental pollution has become the focus of heated discussion of the people’s livelihood.In 2014,China promulgated the revised new environmental protection law,the introduction of the new environmental protection law for the Ministry of Environmental Protection issued the "interim measures for interviews of the Ministry of Environmental Protection" to provide legal support.The interim measures for interviews of the Ministry of Environmental Protection mark the official publication of the administrative interviews for environmental protection.Since 2014,The Ministry of Environmental Protection and environmental protection inspection centers throughout the country have been responsible to the relevant government departments in 79 cities(units)across the country(as of December 2018)for various reasons,such as air pollution,water pollution,destruction of nature reserves,and so on.An interview with a person(mainly a leader).As a new method,environmental protection administrative interview is conducive to the attention of governments at all levels to environmental protection issues,and the performance of environmental protection governance into the daily work assessment.Secondly,the introduction of the relevant system text is conducive to the central level to give environmental protection administrative interviews a unified implementation standards and rules.Finally,as a part of the environmental pollution control system in our country,the system of environmental protection administrative interview is helpful to urge local governments at all levels,as well as related enterprises and responsible persons,to solve the related problems of environmental pollution more efficiently.With regard to the administrative interview of environmental protection,most of the previous studies have focused on the legal principle of the interview,the implementation path,cross-level co-governance and so on.Due to the short time of the introduction of the system,less data statistics and other reasons,the evaluation of the effect of environmental protection administrative interviews is rarely involved.This paper systematically combs the indicators and characteristics of environmental protection administrative interviews and makes descriptive statistical analysis.It is found that the cities interviewed have covered 23 provinces(cities and districts),most of which live in North China.In the number of regions interviewed in each province,Hebei Province is the largest,followed by Shanxi Province and Henan Province.From the administrative level,the major cities and prefecture-level cities interviewed the most;from the administrative level interviewed,the most interviewed were prefecture-level cities,more than 50%.According to the current situation of environmental protection administrative interview,this paper analyzes the problems existing in the preparatory stage,the implementation stage and the aftercare stage of the system.Subsequently,because more than half of the cities(units)were interviewed because of air pollution,and air pollution has the dimensionless index published by the Ministry of Environmental Protection,the air quality index(AQI),as a scientific index for measuring air pollution,Therefore,this paper evaluates the effect of environmental protection administrative interview by analyzing the status of air pollution control in the cities interviewed.The air quality index(AQI)was selected as the index to measure air pollution,and the control group with significant correlation between the average change of monthly data of air quality index in the year before the interview was selected.Using the Differece-In-Differeces(DID)to analyze the short-term and long-term environmental improvement after the interview,it is further concluded that the environmental protection administrative interview has obvious effect on air pollution control in the short term,but how to realize the long-term development needs to be further studied and refined.In view of the results of data analysis,this paper discusses the possible problems of the existing environmental protection administrative interview mechanism,and how to produce the effectiveness of environmental governance.In view of the lack o f supervision mechanism of the interview mechanism,the reasons for maintaining the effect and the problems existing in the environmental protection administrative interview mechanism,such as the lack of follow-up supervision,the inadequate disclosure of information,the poor transmission of interview pressure,and so on,It also puts forward a series of institutional suggestions,such as establishing a long-term mechanism as soon as possible,implementing the responsibility of joint interview,constantly promoting the disclosure of information and expanding the public participation of the media,and so on.
