With the strategic decision of building a transportation power put forward at the 19th national congress of the CPC,"safety","convenience","efficiency","green" and "economy"have become the value orientation of the modern comprehensive transportation system,and"green" development has become an important goal of the sustainable development oftransportation.As a comprehensive transportation hub,the concept of green port has long been put forward by domestic and foreign experts and scholars,and a lot of research has been done on the development of "low-carbon" and "green" ports.In this context,this paper combines the latest research results on low-carbon green ports in China,and puts the starting point of the research on container terminals to build an evaluation index system for the low-carbon green development of container terminals.This paper firstly summarizes the connotation,essential characteristics and objectives of low-carbon green development,and then summarizes the main factors affecting the low-carbon green development of container terminals by analyzing the operation flow,loading and unloading technology system and loading and unloading machinery system.Secondly,from the perspective of the internal environment and the external environment of Tianjin port container tehninals,the paper analyzes the development environment,and summarizes the main problems existing in the low-carbon green development of Tianjin port container terminals.Among them,the internal environment includes the general situation of the container terminal of Tianjin port and the status quo of low-carbon and green development,while the external environment is analyzed from the international and domestic perspectives.Then to the present the latest research achievements of low carbon green port,system,policy,and the index system for reference,build up an index system of container terminal low carbon green growth,at the same time,introduced in this paper,the main evaluation methods,the entropy weight method and cloud model,and build the-cloud model based on entropy weight comprehensive evaluation model,to Tianjin port container terminal as the main research object,the entropy weight-cloud model based on the empirical analysis.Finally,Suggestions and measures are put forward for the low-carbon and green future development of container terminals in Tianjin port from four aspects:environment and resources,system and policy,operation and facilities,science and technology and innovation.The main innovations of this paper are as follows:(1)Based on the low-carbon and green research of ports,the low-carbon and green development of container terminals is studied.(2)Based on the latest research results,system,policies and index system of low-carbon green ports in China,a low-carbon green development index system of container terminals based on the production characteristics of container terminals is constructed.(3)The entropy weight-cloud model method is used to analyze the low-carbon green development of container terminals,which reduces the subjectivity of the research results to some extent.
