With the development of society and economy and the improvement of people's living standard,people's eating consumption concept has been gradually changed.Eating out is becoming more and more regular,which promotes the booming of catering industry.While bringing deliciousness and convenience to the lives of the citizens,the development of catering industry has also produced many environmental problems,such as lampblack,sewage,noise and so on.Among them,lampblack pollution because of its pollution of the atmosphere,and the emissions of the gas to human health harm,coupled with the law enforcement,easy to deal with the characteristics of difficult,not only become one of the hot spots and difficulties in public environmental complaints,but also to promote ecological civilization and the construction of a healthy China stumbling block.How to control the lampblack pollution of urban catering industry,optimize the ecological environment and build a healthy city has become a major problem to be solved urgently in front of government departments and society.Due to factors such as single diet,small scale of catering industry,low density and good planning and design in the western developed countries,the impact of lampblack pollution in the management of the catering industry is not obvious.At present,complaints about lampblack pollution occur frequently in China's urban food industry.Pollution prevention and control,as one of the three major battles to win the decisive victory in building a moderately prosperous society in all respects,has attracted more and more attention from the government and the public since the 19 th CPC National Congress.Various cities have actively carried out lampblack pollution control work,and the pollution problem has been improved to a certain extent.However,the governance model of lampblack pollution in China's urban catering industry is still dominated by party committees and government departments.The participation of other relevant stakeholders is not high.Collaboration is still in the initial stage of low degree of coordination and small scope of collaboration.With the continuous progress of the modernization of social governance,it is difficult for a single governance model with government departments as the main body to achieve a significant governance effect,it has become an irresistible trend for multiple subjects to participate in the lampblack pollution in the catering industry.Taking XiaoShan District catering industry lampblack pollution control as the research object,through in-depth analyzes the industry lampblack pollution status,problems and its reasons,based on the collaborative governance theory,and then put the city catering industry lampblack pollution governance in multiple collaborative governance mode,through to clarify the responsibilities of government,market and society,perfect the relevant legal system,broaden the channels of social participation,optimize the information sharing mechanism,improve the governance security mechanism,strengthen the supervision and accountability,deepen the benefit coordination mechanism and other methods,and conduct in-depth discussion on how multi-agents participate in the pollution governance of the catering industry,and provide an integrated analytical framework and model for the pollution governance of the urban catering industry in China.
