The cooking fumes from the catering industry,automobile exhaust,and industrial production exhaust are the three main causes of urban air pollution.With the launch of the Blue Sky Defense War,the treatment and control of automobile exhaust and industrial exhaust gases have gradually achieved results.While our air quality has been improved,the control of oil fume pollution in the catering industry in major cities has been put on the agenda.In order to completely solve the problem of oil smoke pollution,since 2018,Sucheng District has carried out a special action to control oil smoke and issued a number of rules and regulations,and innovation management methods.It has achieved remarkable results in the treatment of oil smoke pollution in the catering industry,with significantly improved air quality and significantly reduced oil smoke complaints.However,there are still many problems in the treatment of oil smoke pollution in the catering industry,which need further improvement and optimization.This article uses research methods such as case study,interview,and field research,combined with my years of grassroots frontline law enforcement experience at the Suzhou Urban Management Bureau,and applies theories such as collaborative governance,grid management,and refined management to study the current situation and governance status of oil fume pollution in the catering industry in Suzhou,Suqian City.It deeply analyzes the problems and causes of oil fume pollution control in the catering industry,Propose the implementation path for optimizing the control of oil fume pollution in the catering industry in Sucheng District.Through investigation and research,it has been found that there are problems in the control of cooking fume pollution in the catering industry in Sucheng District,Suqian City,such as unreasonable planning and layout of catering shops,limited application of cooking fume pollution detection technology in the catering industry,low enforcement of cooking fume pollution control in the catering industry,inadequate performance of the cooking fume pollution control department in the catering industry,and one-sided supervision of the main body of cooking fume pollution in the catering industry.Through research and analysis of the existing problems,it can be concluded that the main causes are the inadequate planning and layout mechanism of the catering industry’s stores,the incomplete construction of the catering industry’s oil fume pollution detection system,the insufficient construction of the catering industry’s oil fume pollution law enforcement system,the incomplete collaborative governance mechanism of the catering industry’s oil fume pollution,and the incomplete supervision mechanism of the catering industry’s oil fume pollution.In response to the problems and causes,the implementation path for optimizing the control of oil fume pollution in the catering industry in Sucheng District has been proposed,which includes five aspects: firstly,scientifically planning the layout of the catering industry,increasing the number of catering stores,optimizing site selection layout,and strengthening the planning and construction of supporting facilities for the catering industry.The second is to strengthen the construction of the catering industry’s oil fume pollution detection capacity,establish a catering industry oil fume pollution detection department,improve the construction of the catering industry oil fume pollution detection management system,comprehensively promote online oil fume monitoring and detection technology,and increase the cost guarantee for oil fume pollution detection in the catering industry.The third is to strengthen the law enforcement work of cooking fume pollution in the catering industry,establish a special law enforcement working group for controlling cooking fume pollution in the catering industry,fully leverage the role and effectiveness of coordination personnel,implement the reward and punishment system for cooking fume pollution control in the catering industry,establish and improve a fault-tolerant mechanism for cooking fume control in the catering industry,and standardize the exercise of administrative punishment discretion for cooking fume pollution in the catering industry.The fourth is to strengthen the collaborative governance of cooking fume pollution in the catering industry,improve the participating departments in the governance of cooking fume pollution in the catering industry,strictly implement the responsibilities of the departments in the governance of cooking fume pollution in the catering industry,deepen the reform of the law enforcement system for the governance of cooking fume pollution in the catering industry,and improve the information sharing mechanism for the governance of cooking fume pollution in the catering industry.The fifth is to strengthen the construction of a regulatory system for cooking fume pollution in the catering industry,implement a grid management system for the catering industry,implement a filing system for redecoration of the catering industry,strengthen the management of network delivery platforms in the catering industry,innovate the maintenance and management mechanism for purification facilities in the catering industry,and establish a normalized regulatory mechanism for cooking fume pollution in the catering industry.
