At present,China is still in the period of rapid development of urbanization and industrialization,and many cities in China are carrying out urban space expansion in full swing.In recent years,Jinan City has been successively incorporated into Zhangqiu District,Jiyang District,Laiwu District and other new districts to launch a new round of real estate development investment.Meanwhile,several major urban areas in the city,such as Lixia District,Tianqiao District and Shizhong District,are also intensively carrying out the old city reconstruction,dismantling,integrated pipe corridor,sponge city,urban rail transit and other municipal infrastructure construction.A series of construction activities not only make Jinan's development indicators meet the national urbanization requirements,but also produce a mountain of Construction and Demolition Waste(CDW).Due to the lag and incompatibility of funds,technology,awareness,policies,etc.,the current CDW in Jinan is mainly disposed by open-air stacking or simple landfill,which not only occupies a lot of land resources to compress the available development space of the city,but also causes serious pollution to the regional ecological environment.Although Jinan municipal government has issued a series of policies and regulations for the management of CDW,advocating the resource utilization of construction waste,the resource utilization rate of CDW in jinan is still very low and the industrialization development of CDW resources has not yet been realized.In order to effectively deal with various obstacles faced by the development of the CDW recycling industry in jinan,and scientifically formulate the driving force and strategies for the development of the recycling industry,this research,from the perspective of the industry life cycle theory,systematically combs the CDW recycling industry in jinan,and proposes an effective driving mechanism for industry development.Firstly,the basic concepts of CDW definition,classification,composition and characteristics are clarified,the approaches and industry connotation of CDW recycling are briefly analyzed,and the research object is determined;Based on the public goods theory,the industryl life cycle theory and the industry evolution theory,theoretical support for the development and evolution of the CDW recycling industry is provided.Secondly,according to the "Jinan Statistical Yearbook" and relevant estimation standards,the annual output of CDW in Jinan in the ten years from 2009 to 2018 is estimated,and the annual output of CDW in the next five years from 2019 to 2023 is predicted by using the grey GM(1,1)model;Through the network information retrieval and related enterprise investigation,the current situation of CDW management and the dilemma of CDW resource disposal in Jinan are analyzed and summarized.Then,combined with the characteristics of the CDW recycling industry and the industry life cycle theory,the characteristics and general forms of each stage of the CDW recycling industry life cycle are identified.Different stages of the development of the recycling industry will be affected by different internal and external factors.The reasonable construction of the dynamic mechanism of multi-factor organic combination according to the life cycle stage of the industry can give full play to the positive role of each factors to accelerate the rapid development of industry.Thirdly,according to the characteristics and performance of various stages of the CDW recycling industry life cycle,the method of combining qualitative analysis and quantitative calculation is used.This paper uses the method of qualitative analysis and quantitative calculation to construct the research and determination model of the life cycle of Jinan's CDW recycling industry from the 12 indicators of the 7 dimensions of the Gompertz curve model,the calculation judgment method,industry scale,industry technology,industryl organization,government role and industryl role.Through comprehensive analysis of the model results,it is concluded that the current CDW recycling industry in Jinan is at the initial stage of industry development.Finally,according to the actual situation of the early stage of Jinan's CDW recycling industry,combined with the existing problems of recycling and the staged difference of the industry dynamic mechanism,it is proposed that Jinan should form a dynamic mechanism system with "policy driving force as the leading force,market driving force as the auxiliary force,demand driving force as the direction,investment driving force as the support,and innovation driving force as the pioneer",and specific measures for each link of the dynamic system are formulated,so as to provide references and suggestions for the rapid growth of the CDW recycling industry in Jinan.
