With the rapid development of science and technology and the maturity of market economy,enterprises are facing more and more fierce competition.when the society enters the era of knowledge economy,the competition focus of enterprises is not just traditional resources such as capital and technology.Competition for talents in the 21 st century is the essence of enterprise competition.How to improve the employee’s ability to meet the needs of enterprises and meet the needs of the changing market? Building a scientific training system has become a key concern what the business managers care about.Professor David McClellan,chairman of the Department of Psychology at Harvard University,put forward the concept of competency model in 1973.Competency model can provide effective support for the construction of training system.Firstly,the paper elaboraters the background and significance of the study.According to the background and significance,the purpose of the study was determined.Secondly,it analyses the research about home and abroad.On the basis of previous studies about the training system of competency model,the definition of competency model,the construction of training system,the training problems of BB cigarette factory employees and their own quality,this paper comprehensively analyses the construction process and ability analysis of the whole training process system,to match corresponding resources with standard quantifiable competency model,To meet the needs of employees’ growth and development,to solve the shortcomings of unclear quality requirements for traditional posts,unclear channels for staff development,and lack of pertinence and systematicness in training system construction.Finally,the paper constructs a training system that meets the development needs of BB cigarette factory.This research tries to take the post quality model as the basis of the construction of the staff training system.Through the process of criterion determination,behavior event interview,information coding and analysis,the employees of BB cigarette factory are divided into different levels according to the different characteristics and situations of their job families,and different training objectives and priorities are set for different levels of employees with different abilities and skills gaps.Taking training objectives and key points as the axis of employee ability and skill development,the staff training system suitable for BB cigarette factory is designed.Through the design of the training system,the training based on professional competence and post technology will become one of theexcellent practices in the practical application and promotion of post quality model,and provide an effective and referential model for staff training in Chinese enterprises.
