| Along with the rapid development of China’s economy,the urbanization construction has steadily increased,and the problem of urban domestic garbage has become more and more serious.The resulting environmental pollution problem is also constantly attracting people’s attention.How to realize the reuse of resources and avoid waste has become a problem that needs to be solved.After verification at home and abroad,the classification of garbage is indeed an efficient method of garbage management.Due to restrictions on living conditions,the old community has always been a difficult point in promoting waste sorting.To clarify the incentives and constraints of the classification of residential waste in old communities,and to design and implement effective interventions to stimulate and constrain the garbage classification behavior of residents,it is of key significance for waste classification.Based on the literature research,this paper constructs a model of incentive and constraint factors for the classification of domestic waste in old communities.Incentive constraints include garbage classification social norms,supporting facilities,government education,incentive subsidies,disciplinary,charging,government regulation,garbage classification results and other categories of 9 variables;demographic factors including gender,age,education and annual income 4 variables.Based on the government data of waste classification in recent years,the classification behavior of residential waste in the old community of the old garbage community in Shanghai was selected as the research object,and relevant data were obtained by conducting an effective questionnaire survey to 290 residents in the community.For the above data,correlation analysis,regression analysis and one-way analysis of variance were performed using SPSS22.0.After empirical tests,the results show that the classification behavior results,government missions and other classified recycling groups have no significant impact on the classification behavior of old residential garbage.The government can reduce the proportion of the above three factors in the incentive measures..Correlation analysis showed that there was a positive correlation between behavioral attitudes,classification knowledge,subjective norms,self-efficacy and perceived behavioral control.There is a positive correlation between the classification of social norms,supporting facilities,government missions,incentive subsidies,disciplinary measures,fees,government regulations,and other classified recycling groups.At the same time,statistical data shows that constraints and incentives are more effective for household waste classification.In combination with the current situation of Shanghai’s lack of binding measures in the waste separation policy,it is required to transition from the original bias to the incentive to the constraint in the future policy formulation.Based on the results of empirical analysis,this paper believes that the government should start with external incentives and constraints,with the psychological factors of the old community residents as the goal,for different groups of old communities to take different measures according to different needs,incentives and constraints to actively carry out waste classification.Difficulties in the classification of waste in Shanghai should focus on restraint measures.It can be used to supervise garbage bags for garbage sorting,impose fines on units and individuals,affect personal credit information,and charge for garbage.In terms of incentive measures,some measures with general effects in practice can be reduced,mainly to promote the actual effect of residents in old communities as evaluation criteria. |
