In recent years,China’s frequent natural disasters have caused huge losses to people’s lives and property.Under the invasion of natural disasters one after another,more and more attention has been paid to the construction of government emergency management capabilities.At present,government governance needs to cope with more complex and changeable environmental challenges.The public’s democratic consciousness has been continuously improved,and new requirements have been raised for the improvement of government governance capacity.In a sudden disaster crisis,can the government strengthen the disaster governance capacity,Avoiding the crisis of trust in the government due to inadequate disaster management is a practical reason why research on natural disaster management has received attention in recent years.As the main bearer of social governance and the main distributor of social resources,the government plays a leading role in disaster management.However,due to the suddenness and complexity of disasters,the government can’t do everything and everything,so social organizations,Diversified subjects such as enterprises and volunteers joined the rescue and became an important force that cannot be ignored in the rescue work.Compared with the government,these forces are more swift and flexible,and are more targeted and professional in many aspects,which can effectively make up for many shortcomings of the government in emergency rescue.Under the above background,the author selected the "6 · 23" wind disaster that occurred in Yancheng City,Jiangsu Province as a case study.Taking the cooperation behavior of social forces in disaster relief as the starting point for research,through case analysis,the in-depth analysis of the different roles and cooperation modes of government,social organizations,enterprises,volunteers and other forces in disaster relief.The analysis of the multi-subject cooperation in the disaster relief process can not only provide useful reference and reference for regional disaster management,but also provide operational suggestions for the government to attract more social forces to participate in public affairs.This article starts with the significance and value of the topic,and then uses theoretical tools such as collaborative governance theory to explain the necessity and importance of the participation of multiple subject forces in the management of natural disasters in public crisis.Then expounded the 6.23 wind disaster and its rescue process,and analyzed the establishment and existing problems of the multi-subjects cooperative relationship.After the typhoon,the Yancheng Municipal Committee and the municipal government organized an emergency cooperation between the traffic police,power supply,water supply,and communication departments of the city.Open up "green channels";professional rescue teams,charitable organizations,foundations,non-profit organizations,volunteer service teams,and local public welfare organizations in Funing and Sheyang rushed to the disaster area spontaneously and started rescue on the spot;large enterprises with a state-owned background The group mainly participates in facilities restoration and traffic restoration.Many companies donate money and materials on their own initiative to provide material support for disaster relief and postdisaster life.According to statistics,more than 23,000 volunteer organizations of more than 300 types in more than 20 provinces,cities and districts nationwide participated in the rescue work for the affected people.Under the guidance of government organizations,the wounded received scientific treatment,the affected people were properly resettled,and order was effectively and stably maintained.After research,it was found that in the process of “6 · 23” wind disaster rescue,the government-led multi-subject cooperation model played a huge role,laying a good foundation for the smooth implementation of rescue work,but there are also relative deficiencies in legal norms and information.Issues such as untimely releases,incomplete sharing mechanisms,and inadequate collaboration mechanisms among multiple subjects.In response to these problems,the author proposes to further clarify legal norms,establish information sharing systems,and improve multiple cooperation mechanisms.In terms of optimizing and improving the multi-disciplinary cooperation mechanism,the author puts forward three suggestions: first,establish an emergency preparedness mechanism covering all levels of government agencies,local social organizations,enterprises and institutions;second,guide the development of social organizations,and promote the government and various types of society Organize the establishment of institutionalized and normalized emergency cooperation;third,improve the incentive system and explore the establishment of a market-oriented cooperation mechanism for joint disaster relief between the government and enterprises.
