Research On The Problems And Countermeasures Of Multifaceted Cooperative Governance Of Garbage Classification In Qingyang District,Chengdu

With the rapid development of cities,the problem of urban waste disposal has become increasingly prominent.Traditional waste disposal methods have caused land occupation and environmental pollution.The "garbage siege" has seriously hindered the sustainable development of cities.Garbage classification is the only way to solve the problem of "garbage siege".Qingyang District,as the central urban area of Chengdu City’s waste sorting pilot,has gradually formed a multi-dimensional co-governance working model after continuous exploration in the implementation of waste sorting management.The government,residents,and enterprises have all participated in the governance of waste classification,but in the process of actual implementation of the policy,there are still some problems among the various subjects,and the joint force between the subjects has not been formed.By studying domestic and foreign waste classification policies and multi-subject collaborative governance and other related literature,this paper expounds the current status of multiple and collaborative governance of waste classification in Qingyang District,and sorts out the existing problems in Qingyang District’s current multiple and collaborative governance of waste classification: government positioning deviation,Continuing the model of all-inclusive,acting as an all-rounder in the governance process;the identity of the public governance subject is blurred,and the idea of having nothing to do with them,lacks the initiative to implement garbage classification;there are conflicts of interest in the participation of enterprises in governance.By constructing a theoretical framework of collaborative governance,we will analyze the reasons for problems such as the lack of collaborative governance concepts of multiple subjects,the rigidity of collaborative means,and the lack of institutional guarantees for collaborative governance.Through field visits,questionnaires and other research methods,we will understand the specific bottlenecks of waste classification.,looking for improvements.This paper starts from strengthening the concept of collaboration,changing the means of collaborative governance,and improving the collaborative guarantee system to optimize the collaborative governance among multiple subjects of waste classification.The key point is to strengthen the leading role of the government.The fundamental point is to deepen the main role of enterprises.The support point is to mobilize the public to participate better,realize the benign communication between the government,residents,and enterprises,and clarify the relationship between the government,enterprises,and the public.In order to further optimize the multi-coordinated co-governance of domestic waste classification in Qingyang District,realize a new breakthrough in the multi-coordinated co-governance situation of waste classification,and provide reference for the domestic waste classification work in the same type of areas as Qingyang District.
