Nowadays people has a great needs on medical and health,reform of medical and health system was introduced in this regard and was further developed.Increase the resource of medical,enlarge the provision of service,fulfill the multiple and pluralistic needs of medical service.“Deepening the reform of public hospital and encourage private investment in the medical sector” has become an important part of the reform in medical and health system.Under the circumstances that reform of public hospital speedily happening and the private investment of medical sector increases,non-public hospital is facing great challenge and opportunity.Non-public hospitals are facing greater competitiveness and challenge being along with the reform of public hospitals.How to make success out of the difficult environment,setting-up effective management regulations,stimulating the potential of employee,providing excellent service to the public,increase the competitive power have become a hot topic.This article is trying to take Xinyan Hospital as an example and performed a research on department performance management.First of all,this article analyzed current situation of department performance management of Xinyan Hospital by case analysis method.Based on the qualitative analysis,the following issues were found.The objective of department performance management is unclear.The evaluating indicator of department performance management is not reasonable.The effective of department performance is not significant.The objective of department performance management is not consistent with the objective of hospital performance management.After documentary analysis of the reasons for the above factors,considering the existing findings of research on hospital performance,the following findings were made.The thinking of department performance management is lack of accuracy.The designer of the department performance management was shortsighted.The process of department performance management is way too simple.The ability of integration of the departments is not sufficient.Last but not least,referring to the issues found,considering the specialty of medical and health sector,based on the performance management theory and the balanced scorecard theory,considering the existing findings of research on hospital performance,proposals were made for Xinyan Hospital on the performance management of department.First,make sure the accurate objective of the department performance management and all actions are determined according to the accurate objective.Second,the motivation system with both long-term factors such as customer satisfaction,learning and development and short-term factors such as financial statements shall be set-up.According to the performance management theory improve the process of department performance management.Last but not least,the relationship between the objective of department performance management and the objective of hospital performance management shall be clear.The objective of department performance management shall come from the objective of hospital performance management.After studies of documentaries,the domestic health and care organizations have come to an agreement on the importance of performance management.More scientific performance management methods are adopted for hospital,department and employee performance management in more and more domestic health and care organizations.The findings on department performance management of Xinyan Hospital is not special.Under the reform of medical and health system,most non-public hospitals start to improve the core competitiveness by performance management.Thus,the proposals for Xinyan Hospital on the performance management of department have important implications to non-public hospitals.
