With the promulgation of Chinese medical reform policies and the gradual advancement of the medical reform process,the operation requirements and competitive pressure of the domestic medical market have increased sharply,which has led to great challenges for public hospitals as social public welfare institutions,and their own reform is imperative.In this context,public hospitals should play their own subjective and dynamic role.On the one hand,they should pay close attention to the macro policies of the medical industry and comply with the requirements of medical reform;On the other hand,we need to start with the organization and management system of public hospitals and make reasonable optimization and adjustment to make the organization and management system more oriented and applicable.As the core aspect of organizational management,performance management should also attract the high attention of public hospitals.It is particularly important for the development and reform of hospitals to actively build a performance management system that not only meets the requirements of macro medical policy reform,but also improves employees’ work efficiency and performance satisfaction.Taking Q hospital as the research object,this paper analyzes the performance management of public hospitals under the balanced scorecard.Based on the research results of hospital performance management domestic and international,using the theory of strategic management,this paper first analyzes the current situation of performance management in Q hospital,summarizes the existing problems,and introduces the Balanced Scorecard to solve them.Then analyze the internal and external strategic environment of Q hospital,combined with the overall vision,mission and strategic objectives of the hospital,build a four-dimensional specific strategic objective map under the Balanced Scorecard of Q hospital.On this basis,the expert consultation method and analytic hierarchy process are used to build a performance management system based on strategic vision and practical operation for Q hospital,and its specific application and implementation guarantee measures are explained.It is not only to solve the existing performance management problems of Q hospital,but also to optimize and reform performance management;It also enriches the research perspective of the design of performance management system in public hospitals,and helps to provide experience for the reform of performance management in public hospitals.
