| China’s basic medical insurance system has progressed from the universal stage of full coverage to the "deep reform zone".National medical insurance has achieved national networking,but it is still unable to achieve a unified fund-raising,which is managed by local governments according to their own conditions.This makes the changes of medical insurance policies in different areas faster.How to achieve rapid policy docking in medical insurance centers to ensure the public welfare of hospitals,while also taking into account the development of their own interests,has become a difficult problem in medical insurance management of hospitals.How to achieve a win-win situation among hospitals,patients and medical insurance management units? In the face of the rapidly changing medical market,it is necessary to establish a set of scientific and effective performance appraisal system for medical insurance management,so as to find out the shortcomings in medical insurance management,further improve medical insurance management and improve the effective utilization rate of medical insurance funds.To avoid wasting medical resources.By improving and enriching the theory of medical insurance management and balanced scorecard,this paper combines the theory of hospital medical insurance performance management with the theory of balanced scorecard.On this basis,this paper explores how to build an effective dynamic management assessment system for medical insurance in the face of changing medical insurance policies in the performance management of medical insurance.Through the performance management analysis of XK general hospital based on balanced scorecard,we can improve the settlement rate of hospital medical insurance fund,improve the quality of medical service,improve the efficiency of hospital operation,cooperate with the development strategy of hospital to improve the quality of service,and enhance the competitiveness of comprehensive hospital.Based on the theory of Balanced Scorecard and performance management,combined with the strategic objectives of XK General Hospital and the reality of medical insurance management,this paper deduces the performance evaluation system of medical insurance management suitable for XK General Hospital through the four basic dimensions of the balanced scorecard: finance,patients,internal processes and learning and growth,combined with the strategic management map and quality service framework of XK General Hospital.This paper mainly uses the methods of literature analysis and expert consultation,and combines case analysis.The main contents of this paper are divided into three parts: Firstly,based on the research of Balanced Scorecard in the overall performance management of hospitals,it combines with the strategic map of hospitals to provide the basis for setting indicators.Secondly,according to the combination of each dimension of the Balanced Scorecard with hospital development strategy and medical insurance management requirements,the specific evaluation indicators of each dimension are deduced.Then,each index is processed and weighted by analytic hierarchy process.By means of the team of trainers in the hospital itself,the PDCA cycle is completed to ensure the normal progress of the medical insurance assessment,and the closed-loop of the performance evaluation index system of the hospital medical insurance management is completed.Thirdly,case analysis,through the case analysis of XK General Hospital,this paper applies the performance evaluation index system of medical insurance management of XK General Hospital established in this paper.This paper finds that there is a positive correlation between the satisfaction of hospital’s medical insurance performance management and the medical technology and services provided by the hospital. |
