Background: Since ancient times,infectious diseases have always threatened the survival and development of human beings,and have brought great threats to people’s lives and property,as well as the stability of society.Nowadays with the development of science and technology,although many historical Infectious diseases have been resolved,but the situation of prevention and treatment of infectious diseases is still not optimistic.While facing the threat of common infectious diseases,we are also facing the resurgence of some rare infectious diseases and the emergence of new infectious diseases.Atypical pneumonia),2009 influenza A H1N1 influenza,and emerging new coronavirus-infected pneumonia,all have adversely affected human health and social development and stability,and also made people and governments generally recognize the importance of the prevention and treatment of infectious diseases.Sex.Resources are the basis for the prevention and control of infectious diseases.Appropriate resource inputs can effectively prevent the spread and spread of infectious diseases.However,due to imbalances in economic development in various regions,tilted policies,and a large number of people,property,materials and information,the flow is large.In cities,there is a large gap in the ability to prevent and treat infectious diseases in different areas.These weak areas populated area or public place,it is likely to cause regional,national and even worldwide spread.Objective: Through a comparative analysis of the extent of infectious disease resourceallocation between Zhejiang and Shanghai,explore the gap and influencing factors of infectious disease prevention and control between Zhejiang and Shanghai,quantify the appropriateness of infectious disease resource allocation,and make reference for the development of a first-class infectious disease prevention and control system in accordance with.Methods: This study uses the macroscopic model of the health system as a guiding research method,systematically collects relevant literature data on infectious disease resource allocation from 2000 to 2017,and excerpts and organizes the data,uses SPSS statistical tools,and uses normative gap analysis and sensitivity.The analysis method explains and analyzes the resources and health outcomes(infectious disease incidence)of infectious disease prevention and control systems in Zhejiang and Shanghai.Result:(1)Allocation of human resources for the prevention and control of infectious diseases in Zhejiang and ShanghaiThe appropriateness of human resource allocation in Zhejiang and Shanghai is constantly improving.The level of human resource allocation in Zhejiang has basically reached the level of Shanghai.However,Zhejiang,Shanghai and Shanghai have not reached the appropriate standards in terms of personnel numbers,capabilities and effective incentive levels.The overall suitability of human resources in Shanghai and Shanghai were 45.4% and 45.6,respectively,an increase of 171.9% and 121.4%compared with 2000.The analysis found that there was a significant negative correlation between the distribution of infectious disease and the incidence rate of infectious diseases in both places(P < 0.01).At the same time,the competence of personnel in Zhejiang Province and the effective incentive level of personnel in Shanghai are the focus of human resources improvement in the two places.(2)Degree of allocation of financial resources for the prevention and control of infectious diseases in Zhejiang and ShanghaiThe overall allocation of financial resources between Zhejiang and Shanghai has continued to improve,but the fiscal dominance,total financial input and stable growth have not reached the appropriate standards.Only Shanghai ’s stable growth is close to the appropriate standard level.After quantification,the financial resources of Zhejiang and Shanghai The overall resource suitability was 45.3% and 62.%,respectively,an increase of 71.9% and 121.4% compared with 2000,and Shanghai was higher than the level of allocation in Zhejiang Province.The analysis shows that there is a significant negative correlation between the financial resources allocation and the incidence rate of infectious diseases between Zhejiang and Shanghai(P < 0.01).In addition,the allocation of financial resources for the prevention and control of infectious diseases in Zhejiang and Shanghai should be strengthened as a priority.(3)Degree of allocation of physical resources for the prevention and control of infectious diseases in Zhejiang and ShanghaiThe suitable degree of physical resource allocation in Zhejiang and Shanghai is relatively high in the overall resource allocation,but the quantity,completeness,quality,and timeliness of updating of physical resources have not reached the appropriate standards.After quantification,the overall physical resource resources in Zhejiang and Shanghai The suitability levels were 57.3% and 62.1%,respectively,an increase of171.9% and 121.4% compared with 2000.Zhejiang Province was lower than Shanghai,accounting for 92.3%,but there was still a gap of 22.9% between Shanghai and the appropriate standard;The analysis found that the appropriate allocation of material resources in Shanghai was significantly correlated with the incidence rate of infectious diseases(P < 0.01),and there is no significant correlation in Zhejiang province(p>0.05).However,it was further found that the quality and completeness of Zhejiang’s physical resource resources are related to health outcomes and affect the results.Larger,and the full range of Shanghai’s material resources has a greater impact on health.(4)Degree of allocation of information resources for prevention and control of infectious diseases in Zhejiang and ShanghaiThe information resources in Zhejiang Province are increasing rapidly,and information is widely collected.However,there is still a large gap between the effective use and interconnection of information and appropriate standards.After quantification,the overall suitability of information resources in Zhejiang and Shanghai is 40.9% and49.8,respectively.%,An increase of 1126.1% and 429.9% compared to 2000,Zhejiang Province is lower than Shanghai,accounting for 82.1%,but there is still a gap of 26.4%between Shanghai and the appropriate standard.The analysis found that information resources in Zhejiang province were not related to health outcomes(P > 0.05),and Shanghai had a significant negative correlation with the incidence rate of infectious diseases(P < 0.01),and it was further found that the degree of information interconnection and sharing in Zhejiang Province and the degree of information interconnection and sharing in Shanghai had a strong correlation with health effects,And can effectively improve the overall level of information resource allocation.On the whole,the suitability degree of resource allocation in Zhejiang and Shanghai is 39.7% and 50.5% respectively.Zhejiang Province is lower than Shanghai City,and the ratio of Zhejiang Province and Shanghai city to the suitability standard is46.7% and 59.4 respectively.There is still a certain gap between Zhejiang Province and Shanghai city and the suitability standard.The analysis shows that there is a significant negative correlation between Zhejiang and Shanghai and the health outcomes(P < 0.01),indicating that resources have a promoting effect on the improvement of health outcomes,Further regression shows that financial resources and human resources are included in the equation in Zhejiang and Shanghai,indicating that financial resources and human resources should be the focus of resource allocation and construction in Zhejiang and Shanghai respectively.Conclusion:With China’s emphasis on the allocation of infectious disease resources,the allocation of infectious disease resources in Zhejiang and Shanghai has been improved to different degrees,but the two places also have different degrees of problems in human,financial,material and information resources.(1)The number of human resources in the field of infectious disease prevention and control in Zhejiang and Shanghai has been increasing rapidly,but the level of personnel capacity and effective incentives is not high,and there are problems with personnel capacity and quality structure and insufficient incentive levels such as salary.(2)The government’s dominance of financial resources in the prevention and control of infectious diseases in Zhejiang and Shanghai has already appeared,and the stable growth mechanism is relatively sound,but the total financial investment is still insufficient.(3)The number of physical resources,facilities,and equipment in the areas of infectious disease prevention and control in Zhejiang and Shanghai basically meets the needs of prevention and control,and the completeness and quality of the types are relatively qualified,which provides guarantee for the prevention and control of infectious diseases.(4)Information resources in the area of infectious disease prevention and control in Zhejiang and Shanghai have been basically widely collected,but the degree of interconnected sharing and effective use of information is poor,causing serious waste of information resources.
