Research On Public Security Organs’ Control Over Hospital Security Order

The hospital is a specialized institution for the treatment and rescue of people,but the special environment of this place,the diverse roles of the active groups and the asymmetry of information among the groups made the hospital become public space with complicated security conditions.The conflicts between doctors and patients,hospital scalpers and mongers,theft and fraud and other public security chaos emerge in endlessly,so that the legitimate rights and interests of doctors and patients and the public security order has been negatively affected.As the specialized public security order control organs,the public security organs currently rely on setting up the hospital police offices to realize the maintenance of the hospital security order.The specific situation and effect of the public security organs’ maintenance of the hospital security order also reflect the effectiveness of the implementation of state power and the ability and level of social governance in our country in the new era,but few scholars have paid attention to it.Based on this,this paper takes the hospital police offices as the research subject,and intends to show the current situation about the phenomenon,behavior and level of the public security organs’ control over the hospital security order,and to provide theoretical support for the next step to improve the hospital’s security governance capabilities.Through semi-structured interviews,field observation and document review,this paper investigates and studies the police offices of several hospitals in B city by means of field investigation,and uses embedded governance theory to explain the development of hospital police work.It is found that setting up the hospital police offices is the main means for the public security organs to control the hospital security order and their establishment are due to the disorder of medical environment,the promotion of relevant departments and the change of social governance.The police work in hospitals mainly includes dispute mediation,special strike,daily patrol,security inspection,security publicity and so on.The interaction between public security organs and hospitals contains both cooperation and conflict.In the dimension of cooperation,there is the foundation of cooperation between the two subjects,and the cooperation in work is more dependent on personal relationships.In the dimension of conflict,conflict has its objectivity,which is specifically reflected in: the negative evaluation of each other by the two parties,the resistance existing in the sharing of information resources,and the dispute over the scope of responsibility of the hospital police office.The relationship,interaction and cooperation between the police and the hospital are directly related to the effectiveness of the maintenance of the hospital security order.In general,the public security organs have achieved remarkable results in control of the security order in hospitals: maintained the order and stability in hospitals;realized the front and forward movement of hospital police work and the working position;saved police resources and improved efficiency of police work.At the same time,there are still some shortcomings,mainly manifesting in the weak linkage between the police and the hospital,the inadequate police hardware guarantee and the lack of assessment and supervision.Therefore,this article proposes the following suggestions for improvement: the first is to speed up the legislative process of the hospital security order;the second is to improve the specific system construction of linkage between the police and the hospital;the third is to mobilize the enthusiasm of the police officers in the hospital police offices;and the last is to improve the informationization level of the hospital security guard.There are still some limitations in this research,mainly in the selection of survey samples and its representativeness.In future research,the follow-up samples can be studied in a wider area to further enrich and demonstrate the conclusions.
